BACKGROUND:
Behavioral Health and Recovery Services (BHRS) has contracted with the Peninsula Conflict Resolution Center (PCRC) for alcohol and other drug (AOD) prevention services since July 2008. These services include community capacity building, community education and awareness, and environmental prevention efforts in the City of San Mateo, Burlingame, Hillsborough, Foster City, and Belmont regions.
In July 2016, the Chronic Disease and Injury Prevention Unit (renamed to Community Health Promotion Unit) of Family Health Services merged with BHRS. As a result of this merger, BHRS created a community assessment and strategic planning process to better utilize funding through coordinated plans and enhance prevention outcomes through a community-based partnership.
In December 2021, this Board approved an agreement with PCRC for alcohol and other drug prevention services, community capacity building, parent project classes, and mental health first aid, in the amount of $238,563, for the term of July 1, 2021, through June 30, 2022.
In July 2022, this Board designated the Chief of San Mateo County Health or designee authorized to approve a Cost-of-Living Adjustment amendment with PCRC to increase the amount by $259,754 for a total amount not to exceed $498,317 and extend the term through June 30, 2023.
DISCUSSION:
Through this amendment, PCRC will continue to be the lead and fiscal agency for the community-based partnership by 1) providing AOD-related prevention services in Central San Mateo County, 2) collaborating through the partnership to increase community capacity to implement AOD prevention strategies, and 3) continuing to reduce access to and availability of AOD to youth.
In addition, PCRC shall: 1) facilitate community-led Parent Project classes where parents learn skills and receive information about resources and other support available in their communities; 2) designate one staff member as co-chair of the Pacific Islander Initiative to assist and coordinate Pacific Islander efforts and participate in BHRS’ cultural competence efforts; and 3) provide Mental Health First Aid training, a highly interactive public education program that teaches how to help individuals experiencing mental illness and/or substance use challenges, to connect to an appropriate level of care.
BHRS will release a Request for Proposals (RFP) for AOD Prevention Services in Fall 2023. A nine-month term extension to this agreement will provide additional time for that process to be completed and allow PCRC to continue providing services throughout the proposed contract term extension.
The resolution contains the County’s standard provision allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).
The amendment and resolution have been reviewed and approved by the County Attorney as to form.
It is anticipated that 84% of training evaluations will show increased knowledge of the health impacts of AOD by presentation attendees.

FISCAL IMPACT:
The term of the amended agreement is July 1, 2021, through March 31, 2024. The amount of the amended agreement is not to exceed $685,186 for the 33-month term, and $186,869 is included in the BHRS FY 2023-24 Recommended Budget. Of that amount, $100,661 will be funded by the Substance Abuse Prevention and Treatment Grant, and $86,208 will be funded by Mental Health Services Act. There is no Net County Cost associated with this amendment.
