Adopt a resolution authorizing:
A) The President of the Board to execute an amendment with Capital Program Management (CPM) for On-Call Construction Management Services for the Stone Pine Cover Farm Labor Housing Project, increasing the amount by $350,000 for a new not to exceed amount of $750,000 in aggregate; and
B) The County Executive Officer, or designee, to execute subsequent change orders that modify the terms and conditions increasing the contract value by $25,000 in aggregate for a total not to exceed contract value of $775,000.

BACKGROUND:
On November 8, 2021, the County released a Request for Proposals (RFP) for on-call Construction Project Management services. On November 31, 2021, proposals were received from eight (8) construction management firms. A selection committee reviewed the proposals from each firm and based upon best value, recommended agreements with APSICM-Sixth Dimension; Capital Program Management, Inc. (CPM); Cumming Management Group, Inc.; and Layton Construction Company, LLC.
DISCUSSION:
On January 3, 2023, a tragic shooting in Half Moon Bay claimed the lives of seven (7) farmworkers across two (2) farms. Subsequent inspections of farmworker housing at those sites revealed unsafe living conditions and nineteen (19) households were displaced after their units were red tagged. Since then, the County has partnered with the City of Half Moon Bay (“Half Moon Bay”) to temporarily re-house all nineteen (19) displaced households.
On February 28, 2023, the Board authorized the County’s Department of Housing to execute and apply for a grant award of up to $5,000,000 under the Serna Program to purchase manufactured homes for low-income farmworkers and their families. These manufactured homes will provide homeownership opportunities for low-income farmworker families in our community, including the nineteen (19) households displaced after the January 3, 2023, mass shooting event. The County and Half Moon Bay, with the assistance of CPM, worked to identify and develop a potential site that could house forty-five (45) to fifty (50) manufactured housing units for low-income farmworker households (the “Half Moon Bay Farmworker Housing Project”).
The current construction project is underway and is managed by CPM. CPM continues to be retained as the consultant project management firm managing the execution of Stone Pine Cove Farmworker Housing Project. CPM plays an important role in the day-to-day project management, ongoing constructability review, and coordination between the County and the multiple project stakeholders. Staff recommends that this Board authorize an amendment to the agreement with CPM for project management for the Half Moon Bay Farmworker Housing Project to increase the maximum amount authorized to be expended by $350,000 to $750,000.
The resolution contains standard provisions allowing the amendment of County fiscal obligations by a maximum of $25,000 (in aggregate).
County Attorney has reviewed and approved the resolution and agreement as to form.

To promote equity and justice in the housing sector, the County is committed to providing affordable farmworker housing that is safe, healthy, and inclusive, and designed with the needs of farmworkers in mind, including proximity to job sites, schools, and access to transportation.
FISCAL IMPACT:
The cost of the amendment will be paid from funds allocated to the Stone Pine Cove Farm Workers Housing Project.
