BACKGROUND:

Behavioral Health and Recovery Services (BHRS) has contracted with Davis Guest Home Inc. since May 1, 1999 for residential care facilities to provide residential care services to mentally ill adult clients. The latter services enhance successful community living and avoid a costlier, higher level of care. BHRS publishes a public notice every year to solicit applications for new providers.

 

Because residential facilities services are limited in our County, under the B-1 Administrative Memorandum, the selection of providers of residential services for mental health clients is exempt from the Request for Proposals requirement.

 

DISCUSSION:

Davis Guest Home Inc. shall continue to provide beds for difficult-to-place clients and augmented services for seriously mentally-ill clients who require a higher level of care and supervision. These services include supplemental intensive mental health services, social skills training, and assistance with daily living activities.

 

The resolution contains the County’s standard provisions allowing amendments of the County’s fiscal obligation by a maximum of $25,000 (in aggregate).

 

The agreement and resolution have been reviewed and approved by County Counsel as to form.

 

It is anticipated that 40% of clients will be discharged to a less restrictive level of care.

FISCAL IMPACT:

The term of the agreement is July 1, 2020 through June 30, 2021. The amount of the agreement is not to exceed $328,500 and will be included in the BHRS FY 2020-21 Recommended Budget. Of that amount, it is anticipated that $295,650 will be funded by sales tax through realignment, and $32,850 will be funded by Net County Cost.
