BACKGROUND:

Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years.

 

The Board of Supervisors (Board) held study sessions on Measure K expenditures and approved funds for the fiscal year (FY) 2025-26 budget cycle, divided equally among the five supervisorial districts, for one-time district-discretionary needs and projects. District 4 has submitted a request to use their district-discretionary Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-discretionary Measure K funds approved by the Board in December 2018. District 4 indicates that this organization is either a public agency operating within the County, or a nonprofit organization registered and in good standing with the California Attorney General. District 4 indicates that the sponsoring Board member, member’s family, and member’s supervisorial staff do not serve as an officer, director, or play a policy role for the grantee organization.

 

PROJECT SUMMARY:

This is a request to authorize a grant to All Five in an amount not to exceed $28,000 to expand its onsite early childhood mental health support program. The County Executive’s Office will administer and manage the proposed agreement.

District-discretionary Measure K funding for this organization has previously been provided as listed below:

                     On July 25, 2023, the Board of Supervisors approved district-discretionary Measure K funding, sponsored by District 4, not to exceed $26,000, to All Five, to support their Mental Health Support Initiative to provide Belle Haven and East Palo Alto children and families with mental health support in a high-quality early childhood learning environment.

                     On July 20, 2021, the Board of Supervisors approved district-discretionary Measure K funding, sponsored by District 4, not to exceed $25,000, to All Five, to allow for enrollment expansion of their infant, toddler and preschool program in Belle Haven.

 

All Five is a nonprofit organization located in eastern Menlo Park’s Belle Haven neighborhood, serving families primarily in East Palo Alto, North Fair Oaks, and Redwood City. The program is designed for working families and the early learning center operates ten hours per day, 50 weeks per year. Approximately 75% of families served earn incomes at or near the poverty line.All Five’s mission is to ensure that all families are empowered to choose high quality early learning for their children.

 

This district-discretionary grant will be used to fund the following project or services:

This Measure K grant will support All Five’s onsite early childhood mental health program by expanding access to licensed mental health professionals who provide direct services to children, families, and educators within the classroom setting. These services strengthen social-emotional development, address behavioral challenges early, and support teachers in implementing trauma-informed and developmentally appropriate practices, contributing to improved outcomes for young children and their families.

 

Currently, All Five provides approximately 17 hours per week of onsite mental health support from licensed early childhood therapists. This Measure K grant will support additional therapist hours, expanding services by approximately five hours per week. These services provide early intervention, strengthen classroom environments, and support both children and educators.

 

This district-discretionary grant will enable the organization to meet the following currently unmet need or service gap within the County: access to timely, culturally responsive early childhood mental health services embedded within early learning environments. By providing services onsite, the program reduces barriers to care such as transportation, cost, and stigma, while ensuring that children and families receive support in a familiar and trusted setting.

 

District 4 has informed the grantee organization this grant is one-time only, and that the grantee organization will need to identify additional funding sources moving forward.

 

The grantee organization will use the Measure K grant as follows:

                     Onsite Mental Health Support - Children’s Health Council ($15,000): Funding will support approximately 100 additional hours of onsite services provided by licensed early childhood mental health professionals at a rate of $150 per hour. These services will include classroom observation, individualized child support, and consultation with educators and families.

                     Onsite Mental Health Support - One Life Counseling ($13,000): Funding will support approximately 150 additional hours of onsite services provided by licensed therapists at a rate of $75 per hour, expanding access to early intervention and mental health consultation within the program.

 

The project or services funded by this district-discretionary grant will be implemented or provided from July 1, 2026, through December 31, 2027.

 

Total Measure K Request: Not to Exceed $28,000

 

The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:

COMMUNITY IMPACT:

Funding for this project supports early childhood wellbeing, mental health access, and educational equity in San Mateo County. Expanding onsite mental health services improves school readiness, supports families, reduces educator stress, and strengthens community-based systems of care.

 

FISCAL IMPACT:

There are sufficient Measure K funds for this specific FY 2025-26 Measure K request. These funds are budgeted in the Non-Departmental Services FY 2025-26 Adopted Budget.
