Adopt a resolution authorizing the acceptance of an award from the California Department of Public Health Sexually Transmitted Disease (STD) Control Branch to provide STD control and prevention activities, for the term of July 1, 2019 through June 30, 2024, in an amount not to exceed $218,700.

BACKGROUND:
California Department of Public Health (CDPH) STD surveillance data indicate that over the past five years, there were continued increases in infectious syphilis, congenital syphilis, gonorrhea, and chlamydia trachomatis infection across the State. The increases in syphilis among women, including pregnant women, and the devastating impact of congenital syphilis are of particular concern. The purpose of the grant is to implement evidence-based public health activities to proactively address STDs within San Mateo County, with an emphasis on the prevention and control of infectious syphilis, congenital syphilis, gonorrhea, and chlamydia trachomatis infection.
DISCUSSION:
Funding from this award will be used to offset the cost of 0.4 FTE Communicable Disease Investigator who will provide: monitoring of local program needs by assessing STD morbidity data with local community partners; workshops/trainings on STDs to staff of community agencies and institutions; and health education materials to be distributed to community agencies.
This agreement is coming to the Board late due to delays with the CDPH agreement, which was not received by the County until late December 2019.
The resolution contains the County’s standard provisions allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).
The agreement and resolution have been reviewed and approved by County Counsel as to form.
It is anticipated that approximately 560 STD tests will be completed and followed-up with using the funds in this agreement.

FISCAL IMPACT:
The term of this agreement is July 1, 2019 through June 30, 2024. The amount not to exceed is $218,700 for a five-year term, of which $43,740 is included in the Public Health, Policy and Planning (PHPP) FY 2019-20 Adopted Budget and $43,740 is included in the FY 2020-21 Approved Recommended Budget. $43,740 will be included in the PHPP FY 2021-22, FY 2022-23, and FY 2023-24 Recommended Budgets. Since the County is receiving these funds and no matching funds are required, there is no Net County Cost associated with this agreement.
