BACKGROUND:

As part of the County’s strategic plan on homelessness, the Human Services Agency (HSA) and community partners provide a spectrum of services to support people experiencing homelessness and help them move back into permanent housing. One of these services is Rapid Re-housing (RRH) services.

 

RRH is a key component of the homeless crisis response system, as RRH programs provide intensive services to individuals and families with significant barriers to returning to housing. RRH is a type of homeless service that provides enrolled clients with intensive housing location assistance, time-limited rental subsidies, and case management.

 

On November 3, 2023, the County Executive’s Office (CEO) released the Measure K Notice of Funding Opportunity (NOFO) for interested applicants to submit proposals to provide services in San Mateo County that target three Priority Areas: housing and homelessness, emergency preparedness, and children, families, and seniors.

 

Abode Services submitted a proposal in response to the Measure K NOFO, in which they requested funding to provide RRH Services. Following an evaluation process conducted by the CEO, Abode Services was recommended by the CEO to be awarded Measure K funding to provide RRH Services in San Mateo County.

 

On March 26, 2024, by Resolution No. 080240, this Board approved the FY 2024-25 Measure K Budget as presented by the CEO, which included awarding Measure K funding to Abode Services for RRH Services.

 

DISCUSSION:

Per the recommendation by the CEO, HSA is requesting to enter an agreement an agreement with Abode Services to provide Rapid Re-housing Services for the term of July 1, 2024, through June 30, 2027 in an amount not to exceed $5,511,114.

 

Under this agreement, Abode will provide RRH services for families and adults experiencing homelessness who have significant barriers to returning to housing, such as long periods of homelessness, history of evictions, physical and mental health challenges, and other challenges. RRH is the primary source of permanent housing resources in the homelessness crisis response system.

 

Participants in the RRH program will receive intensive short- to medium-term rental subsidies, comprehensive housing identification services, and case management services. Once participants are housed, the program then provides assistance in maintaining that housing by continuing case management services and providing rental subsidies that decrease over time as the clients build resources to take on the full cost of rent.

 

The agreement and resolution have been reviewed and approved by the County Attorney as to form.

 

The resolution contains the County’s standard provision allowing amendments of the County’s fiscal obligation by a maximum of $25,000 (in the aggregate).
