BACKGROUND:
Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years.
The Board of Supervisors (Board) held study sessions on Measure K expenditures and approved funds for the fiscal year (FY) 2024-25 budget cycle, divided equally among the five supervisorial districts, for one-time district-discretionary needs and projects. District 2 has submitted a request to use their district-discretionary Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-discretionary Measure K funds approved by the Board in December 2018. District 2 indicates that this organization is either a public agency operating within the County or a nonprofit organization registered and in good standing with the California Attorney General. District 2 indicates that the sponsoring Board member, member’s family, and member’s supervisorial staff do not serve as an officer, director, or play a policy role for the grantee organization.
PROJECT SUMMARY:
This is a request to authorize a grant to Boys & Girls Clubs of the Peninsula, and resulting grant agreement, in an amount not to exceed $35,000, to provide for expanded academic support and fitness programs for San Mateo students. The County Executive’s Office will administer and manage the proposed agreement.
District-discretionary Measure K funding for this organization has previously been provided as listed below:
• On November 1, 2016, the Board of Supervisors approved district-specific Measure A funding, in the amount of $50,000, to Boys and Girls Club of the Peninsula to make capital improvements to the East Palo Alto Clubhouse’s kitchen
• On May 19, 2020, the Board of Supervisors approved district-discretionary Measure K funding, in the amount of $50,750, to Boys & Girls Club of North San Mateo County to support an emergency child care program for essential workers in response to COVID-19
• On May 13, 2023, the Board of Supervisors approved district-discretionary Measure K funding, in the amount of $86,200, to Boys & Girls Clubs of the Peninsula to support expanded learning programs in the San Mateo-Foster City School District
• On June 13, 2023, the Board of Supervisors approved district-discretionary Measure K funding, in the amount of $100,000, to support year-round mental health services for students from underserved neighborhoods in District 4
Boys & Girls Clubs of the Peninsula (BGCP) provides after-school programs and services to over 5,400 youth in San Mateo County, focusing on academic support, enrichment activities, and mental health services. BGCP serves youth from underserved communities, empowering youth to reach their full potential.
This district-discretionary grant will be used to fund the following project or services:
BGCP will expand services being offered to socio-economically disadvantaged students in District 2 at Sunnybrae, LEAD, and San Mateo Park elementary schools in 2024. In the past year, BGCP has served over 300 students at these schools. Specifically:
• BGCP will expand its new Academic Center programs to grades 4-5. Last year, the Academic Centers generated 35% increases in literacy and math proficiency for K-3 students. With this grant, BGCP will offer that opportunity to 4-5th graders as well.
This district-discretionary grant will enable the organization to meet the following currently unmet need or service gap within the County: after-school childcare and academic support in underserved communities.
District 2 has informed the grantee organization that this grant is one-time only, and that the grantee organization will need to find other sources of funding going forward. The grantee organization will use the Measure K grant as follows:

The project or services funded by this district-discretionary grant will be implemented or provided during January 2025 to June 2025 and is estimated to be completed June 30, 2025.

The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:

BGCP provides free, high-quality after-school programs for low-income and underserved students in San Mateo, particularly those attending the LEAD, Sunnybrae, and San Mateo Park elementary schools. These programs offer safe, structured environments, rigorous academic support, and enriching activities to help students succeed academically and socially. By providing affordable, reliable after-school care, BGCP alleviates the burden on working families and ensures that all students have access to opportunities for growth and development.
FISCAL IMPACT:
There are sufficient Measure K funds for this specific FY 2024-25 Measure K request. These funds are budgeted in the Non-Departmental Services FY 2024-25 Adopted Budget.
