Adopt a resolution authorizing an agreement with Millbrae Assisted Living Home, LLC for residential care services, for the term of July 1, 2021 through June 30, 2024, in an amount not to exceed $2,102,400.

BACKGROUND:

Since December 17, 1985, the Board has approved resolutions authorizing expenditures for residential care facilities serving mentally ill clients, to provide residential care services for adults.  The latter services enhance successful community living and avoid a more costly and higher level of care.

 

DISCUSSION:

Millbrae Assisted Living Home, LLC (MALH) will provide services to clients of Behavioral Health and Recovery Services (BHRS). MALH will provide beds for BHRS clients who are difficult-to-place and augmented services for seriously mentally-ill clients who require a higher level of care and supervision. Examples of these higher-level services include: intensive mental health services, social skills training, and assistance with daily living activities.

 

Under the B-1 Administrative Memorandum, the selection of providers of residential services for mental health clients is exempt from the Request for Proposals requirement.

 

The resolution contains the County’s standard provisions allowing amendments of the County’s fiscal obligation by a maximum of $25,000 (in aggregate).

 

The agreement and resolution have been reviewed and approved by County Counsel as to form. This contract is late due to negotiations.

 

It is anticipated that 40% of clients will be discharged to a less restrictive level of care.

FISCAL IMPACT:

The term of the agreement is July 1, 2021 through June 30, 2024.The amount of the agreement is not to exceed $2,102,400, for the three-year agreement term. For FY 2021-2022 the maximum amount is $700,800 and will be included in the BHRS FY 2021-2022 Recommended Budget. Of that amount, it is anticipated that $100% or 700,800 will be funded by Mental Health Services Act. Similar arrangements will be made for future years.
