BACKGROUND:

In January 2017, the Project Development Unit (PDU) was formed to oversee and manage ground up construction performed by the County of San Mateo. Multiple large County capital projects are underway which will require intensified operations for several years. The PDU requires substantial support from specialized consultants, including renewable energy consultants, to appropriately manage these critical and complex projects.

 

DISCUSSION:

On October 18, 2017, the County entered into an agreement with Sage Renewable Energy Consulting, Inc. (Sage) in an amount not-to-exceed $50,000 for renewable energy consulting services. On October 8, 2018, the agreement with Sage was increased by $6,692 (Amendment 001). Services provided by Sage have included support for the update to the Zero Net Energy (ZNE) and Green Building policies and the Draft Request for Proposals for the Power Purchase Agreement for new capital projects.

 

On June 25, 2019, this Board approved a $200,000 increase in the Sage renewable energy consulting agreement (Amendment 002). The increased authorization covers the cost of ongoing and anticipated work for current capital projects, including but not limited to County Office Building 3, Parking Structure 2, Cordilleras Health Campus, San Mateo County Health Campus, and South San Francisco Health Campus.  

 

In addition to Base Contract Award & Amendments 001 & 002, the consultant will perform Request for Proposals (RFP) management and owner’s representative procurement services for solar photovoltaic (PV) and potential battery energy storage systems (BESS) for County construction projects, including but not limited to Cordilleras Health Campus, Parking Structure 2, San Mateo Medical Center, and South San Francisco Health Campus.

 

The consultant will also provide procurement assistance for the solar PV and potential BESS projects to meet County ZNE Green Building Policy guidelines.

 

Sage has provided excellent, efficient, and cost-effective service to the County. Based on their positive performance, the ongoing work underway, and the importance of a reliable and responsive environmental consultant that is thoroughly familiar with County Green Building Policy guidelines, ZNE, and other environmental policies, practices, and goals, it is in the best interest of the County to continue working with Sage and execute an amendment to the agreement expanding its scope and term. The not-to-exceed amount of the agreement will not change under this amendment.

 

The Resolution contains County standard provisions allowing the amendment of County fiscal obligations by a maximum of $25,000 (in aggregate). 

 

County Counsel has reviewed and approved the resolution as to form.

 

FISCAL IMPACT:

There is no impact to Net County Cost for this amendment.
