Adopt a resolution authorizing an agreement with Casa Círculo Cultural to provide youth, adult, and correctional services programs, for the term of July 1, 2025 through June 30, 2027, in an amount not to exceed $316,380.

BACKGROUND:

Casa Círculo Cultural is a long-standing community-based nonprofit serving residents in the North Fair Oaks and South County areas through cultural, educational, and wellness programming. The organization seeks to expand access to creative, vocational, and therapeutic services for youth, adults, and incarcerated women.

 

DISCUSSION:

In June 2025, the Sheriff’s Office facilitated a Request for Proposals (RFP) process for youth, adult, and correctional services programs. Casa Circulo Cultural was selected based on its strong and consistent track record of delivering high-quality, culturally relevant programming across the North Fair Oaks and South County areas.

 

Casa Círculo Cultural will offer a Youth Program for 40 local children and teens at its Middlefield Road facility, featuring free Tae Kwon Do classes, weekly Folkloric Dance, and Storytelling for youth ages 11 and older. Guided by qualified instructors, the program promotes creativity, confidence, and physical well-being, with feedback and community showcases helping shape ongoing activities.

 

The Adult Programs and Services initiative - developed with the Sheriff’s Office and CARON - provides North Fair Oaks adults with free bi-weekly vocational classes and creative courses such as painting and sculpture. With flexible evening and weekend options, the program supports economic stability, mental well-being, and stronger community relationships.

 

Casa Círculo Cultural will also deliver a bi-weekly Art Therapy and Storytelling program at the San Mateo County Women’s Correctional Facility. Through guided art sessions and storytelling circles, the program promotes healing, self-awareness, improved coping skills, and reentry readiness. All facilitators will meet correctional security requirements.

 

Collectively, these programs demonstrate Casa Círculo Cultural’s commitment to art, culture, and education as pathways to community connection and empowerment, contributing to a safer and more inclusive San Mateo County.

 

The County Attorney has reviewed and approved the agreement and resolution as to form.

 

The resolution contains the County’s standard provision allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).

COMMUNITY IMPACT:

Casa Círculo Cultural’s youth, adult, and correctional programs strengthen community well-being across North Fair Oaks and San Mateo County. Free cultural, creative, and vocational classes for children, teens, and adults promote confidence, skill-building, economic stability, and positive community connections. The bi-weekly Art Therapy and Storytelling program at the Women’s Correctional Facility further supports healing, self-awareness, and successful reentry for incarcerated women. Together, these initiatives use art, culture, and education to foster inclusion, enhance public safety, and build a more resilient and connected community.

 

FISCAL IMPACT:

The term of this agreement is July 1, 2025 through June 30, 2027, for an amount not to exceed $316,380. Funds in the amount of $158,190 are included in the Sheriff’s Office FY 2025-26 Adopted Budget and $158,190 is included in the FY 2026-27 Recommended Budget.
