BACKGROUND:

Since 1962, the County has contracted with the California Department of Forestry and Fire Protection (CAL FIRE) to provide fire protection services in County Service Area #1 (CSA #1) and other unincorporated areas of the County not protected by cities or fire districts. In addition to fire and emergency medical services, CAL FIRE provides fire protection planning for new construction, fire prevention activities, and life safety inspection in the County areas. CAL FIRE also oversees the operations of three volunteer fire companies located in La Honda, Kings Mountain, and Loma Mar.

 

DISCUSSION:

The San Mateo County Fire Department, administered by CAL FIRE, currently contracts with the Alameda County Fire Department to provide regular and emergency maintenance services for all fleet vehicles. The current contract is for a term of June 1, 2024, through June 1, 2026, in an amount not to exceed $148,000. Due to the sometimes-unforeseen nature of needed maintenance services, total service costs have been higher than anticipated, and the existing contract is insufficient to cover the current FY 2025-26. Therefore, this proposed amendment would increase the total contract amount to $300,000, accounting for approximate annual costs from the previous fiscal year. This amendment would ensure that current payment rates remain stable and maintenance services are not interrupted for mission critical fleet vehicles.

 

County Procurement Director has reviewed and recommended a waiver of competitive solicitation requirements for this agreement amendment.

 

County Attorney has reviewed and approved the agreement amendment and resolution as to form.

COMMUNITY IMPACT:

Approval of this agreement amendment is critical to ensure the stable delivery of fire protection services for residents in San Mateo County’s unincorporated areas that are not protected by cities or fire districts.

 

FISCAL IMPACT:

The term of the agreement amendment is from June 1, 2024, through June 30, 2026, for a not-to-exceed amount of $300,000. The increased contract costs will be included in the FY 2025-26 Adopted Budget for CSA #1 and Fire Protection Services.
