BACKGROUND:
On January 11, 2022 through Resolution No. 078660, this Board approved the agreement with the City and County of San Francisco (CCSF) for the distribution of FY 2021 Urban Area Security Initiative (UASI) grant funds for the Northern California Regional Intelligence Center (NCRIC) in the amount of $6,597,741 and for a term commencing November 1, 2021 through December 31, 2022.
On October 4, 2022 through Resolution No. 079226, this Board approved the first amendment to the FY 2021 UASI grant agreement increasing the amount to $7,268,991 and extending the term to May 31, 2023.
On February 8, 2023 through Resolution No. 079226, the Sheriff approved the second amendment to the FY 2021 UASI grant agreement extending the term to June 30, 2023.
On March 28, 2023 through Resolution No. 079533, this Board approved the third amendment to the FY 2021 UASI grant agreement increasing the amount to $7,323,991 and extending the term to December 31, 2023.
On October 29, 2023 through Resolution No. 079533, the Sheriff approved the fourth amendment to the FY 2021 UASI grant agreement decreasing the amount by $78,750 to $7,245,241.
On December 15, 2023 through Resolution No. 079533, the Sheriff approved the fifth amendment to the FY 2021 UASI grant agreement extending the term from December 31, 2023 to June 30, 2024.
On January 24, 2024 the CCSF proposed the sixth amendment to the FY 2021 UASI grant agreement increasing the amount by $775,000 from $7,245,241 to $8,020,241 and extending the term from June 30, 2024 to March 31, 2025. The additional funds will be used to enhance intelligence collection, integration, analysis, and information sharing capabilities by leveraging new and proprietary technologies to ensure regional partners receive actionable intelligence and information necessary to inform their decisions and operations in a timely manner.
DISCUSSION:
The Sheriff’s Office is requesting this Board authorize the sixth amendment to the agreement with the CCSF for the distribution of FY 2021 UASI grant funds that increases the amount to $8,020,241 and extends the term to March 31, 2025.
The Sheriff’s Office is also requesting this Board to authorize the Sheriff or Sheriff’s designee to execute amendments to agreements which modify the County’s maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the agreement term and/or services so long as the modified term or services is/are within the current revised fiscal provisions.
County Attorney has reviewed and approved the Resolution and the sixth amendment to the FY 2021 UASI grant agreement as to form.
FISCAL IMPACT:
The sixth amendment to the agreement is for a term commencing November 1, 2021 through March 31, 2025 in an amount not to exceed $8,020,241. There will be no Net County Cost.
