BACKGROUND:

In the course of law enforcement activities, it is necessary to gather digital forensic evidence to aid in the prosecution of individuals accused of a crime.  Evidence can be gathered in many ways including examination of digital storage devices such as cell phones used in the commission of various crimes such as organized retail theft, violent crimes, and property crimes.

 

DISCUSSION:

The Sheriff’s Office has utilized subscription services with Carahsoft Technology Corp for the provision of digital forensic tools and services since September 2020.  In September 2023, the Sheriff’s Office was awarded an Organized Retail Theft (ORT) Prevention Grant Funding by the California Board of State and Community Corrections (BSCC) in the amount of $15,643,538.  The grant award by BSCC includes funding for Cellebrite INC. digital forensic tools and services through the vendor Carahsoft Technology Corp. 

 

Both parties now wish to enter into an agreement to provide digital forensic tools and services for the term of May 1, 2025, through April 30, 2028, in an amount not to exceed $350,000.

 

The Contractor has assured compliance with the contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination, and equal benefits.

 

The resolution and agreement have been reviewed and approved as to form by the County Attorney.

FISCAL IMPACT:

The agreement is for a three-year term, commencing May 1, 2025 through April 30, 2028 for an amount not to exceed $350,000, which will be funded by the BSCC ORT Grant and has been included in the Sheriff’s Office FY 24-25 Adopted Budget.
