RECOMMENDATION:
title

body
BACKGROUND:
In 2004, California voters passed Proposition 63, The Mental Health Services Act (MHSA), which provides a dedicated source of funding to expand and transform county mental health and substance use services by imposing a 1% tax on personal income in excess of $1 million. The prevention and early intervention (PEI) component of MHSA is intended to build the community’s capacity to increase resiliency by decreasing risk factors and increasing the protective factors for individuals who are at greater risk of developing a serious mental illness, as well as for their parents, caregivers, and other family members. PEI emphasizes improving timely access to services and reducing the seven negative outcomes of untreated mental illness: suicide, incarcerations, school failure or dropout, unemployment, prolonged suffering, homelessness, and removal of children from their homes.
In December 2023, Behavioral Health and Recovery Services (BHRS) released a Request for Proposals for Behavioral Health Outreach and Collaboratives. Daly City Peninsula Partnership Collaborative submitted a proposal to provide services for the North County region and was recommended to provide based on their long and extensive history of outreach efforts in North County, strong partnership with other community organizations, and their staff’s extensive relevant experience.
DISCUSSION:
Daly City Peninsula Partnership Collaborative (DCP) is a community-based agency that provides culturally responsive outreach, psychoeducation, screening, referral, and warm hand-off services. DCP will serve as the lead agency for the North County Outreach Collaborative (NCOC), which is made up of HealthRight-360 Asian American Recovery Services (HR360-AARS), Pacifica Collaborative (PC)/Pacifica Resource Center (PRC) and the Daly City Youth Health Center (DCYHC). Led by DCP, the NCOC will provide culturally informed outreach, psychoeducation, screening, referral, and warm hand-off services. DCP will provide these services to the North County region including Pacifica, and will target marginalized ethnic, linguistic, and cultural communities as follows: Chinese, Filipino, Latinx, Native Hawaiian and Pacific Islanders, and LGBTQ+ communities.
The resolution contains the County’s standard provisions allowing amendments of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).
This agreement and resolution have been reviewed and approved by the County Attorney as to form.
It is anticipated that DCP will refer at least 30% of the clients seen by the NCOC for mental health services.
PERFORMANCE MEASURE:
Measure |
FY 2024-25 Estimated |
FY 2025-26 Projected |
Percentage of clients who are referred by the NCOC to mental health network of care providers |
>30% 1,950 of 6,500 outreach encounters |
>30% 1,950 of 6,500 outreach encounters |
EQUITY IMPACT:
Programs and services funded by MHSA positively impact underserved communities struggling with mental health and substance use challenges by providing direct services and supports, specifically underserved racial, ethnic, and cultural groups by implementing culturally responsive PEI services.
Led by DCP, the NCOC will serve marginalized communities, youth, and families in North County, with an emphasis on Chinese, Filipinx, Latinx, Pacific Islander and LGBTQ youth and families. Daly City is home to the largest immigrant community in San Mateo County. Over 60% of DCP clients are monolingual Spanish speakers. NCOC partners intend to reach marginalized communities through culturally responsive outreach. The majority of DCYHC clients are Black, indigenous and people of color, with 38% identifying as Latinx, 31% Filipinx, and 6% Asian. PC/PRC prevented homelessness and sheltered 412 individuals in FY 2022-23. Noting that less than 10% of youth served by HR360-AARS access mental health services, HR360-AARS intends to engage more AAPI youth and families in North County to provide mental health education and information.
FISCAL IMPACT:
The term of the agreement is October 1, 2024 through June 30, 2026. The amount of the agreement is not to exceed $647,500 for the 21-month term. Funds in the amount of $277,500 are included in the BHRS FY 2024-25 Recommended Budget. Of the FY 2024-25 amount, it is anticipated that the Mental Health Service Act will fund 100% of this agreement. There is no Net County Cost. Similar funding arrangements will be made for FY 2025-26.
