BACKGROUND:

This Board approved an agreement with Siemens Medical Solutions USA, Inc. (Siemens) for a Radiology Information System (RIS) for San Mateo Medical Center’s (SMMC) Radiology Department for the term of February 1, 2018 through December 31, 2025, in an amount not to exceed $597,000.

 

On December 13, 2022, this Board approved an agreement with Epic Systems Corporation (Epic) to provide the Electronic Health Medical Record (EHR) system for San Mateo County Health (SMCH). With the implementation of the new EHR system, Epic will replace the RIS functionality from Siemens, and County Health must archive the historical patients report, mammography data, and other related information for audit purposes within the RIS application for a period of time.

 

DISCUSSION:

SMMC and San Mateo County Health (SMCH) are requesting this Board approve the increase of the County’s total fiscal obligation by $44,880 to an amount not to exceed $641,880.

 

The proposed increase amendment for the archive solution is required to care for existing patients as SMCH converts to the new EHR.

 

The amendment and resolution have been reviewed and approved by the County Attorney as to form.

 

The resolution contains the County’s standard provisions allowing amendment of the County fiscal obligations by a maximum of $25,000 (in aggregate).

 

The Information Services Department has reviewed and approved the IT component of this agreement.

 

It is anticipated that 100% of SMMC patients’ data will be archived and able to be retrieved by SMMC Radiology staff.

Community Impact:

The implementation of an archive solution ensures that County Health can provide responsive, secure, and equitable services to the community. It strengthens public health infrastructure, improves efficiency, and safeguards vital data assets that directly support the well-being of all residents. Demographically, within the past 18 months, the largest cohorts of specialty care patients at SMMC were female (52%), Hispanic or Latino (63%), and primarily Spanish-speaking (55%). SMMC strives to eliminate bias in the medical profession by providing culturally competent training to its physicians and by following up with patients to ensure that they continue to have access to specialized care.

 

FISCAL IMPACT:

The term of this amended agreement is February 1, 2018 through December 31, 2025. The agreement amount is not to exceed $641,880. Funds in the amount of $44,880 are included in the SMMC FY 2025-26 Recommended Budget.
