BACKGROUND:

A Human Trafficking unit was created in the District Attorney’s Office in FY2025-26 to provide labor and sex trafficking investigations and initiatives in San Mateo County. The Human Trafficking unit will assist all San Mateo County law enforcement agencies with related investigations, including performing surveillance, assisting with search and arrest warrants and intelligence, as well as, coordinate Human Trafficking training.

The District Attorney’s Office is partnering with the Northern California Regional Intelligence Center (NCRIC) to provide a NCRIC Intelligence Analyst to support the Human Trafficking unit by reviewing local, state and federal law enforcement systems and public databases for indications of human trafficking in San Mateo County, generate monthly and quarterly intelligence reports, provide case support and human trafficking field operations support to San Mateo County law enforcement partners, and distribute information and intelligence from findings, assessments, and investigations.

 

DISCUSSION:

The District Attorney’s Office is requesting to enter into an agreement with NCRIC to provide a NCRIC Analyst for the term of May 21, 2026 to May 21, 2027 in an amount not to exceed $250,000. This agreement was approved by the NCRIC board on May 21, 2026.

The mission of NCRIC is to protect life, critical infrastructure, key resources, privacy, civil rights, and civil liberties through information sharing, analysis, criminal intelligence and technology that focuses a whole of government and community approach to identify, prevent, protect against, mitigate, and assist in the response to and the recovery from the greatest human-made threats and major hazards in the Federal Northern District of California.

The District Attorney’s Office support the efforts and philosophy of the NCRIC and is in need of their services by way of a NCRIC Intelligence Analyst to assist the District Attorney’s Human Trafficking unit.

County Attorney has reviewed and approved the resolution and the agreement as to form.

 

COMMUNITY IMPACT:

The Human Trafficking unit works to ensure that all communities within San Mateo County regardless of their location, socioeconomic status, or demographic makeup will benefit from the program.

 

FISCAL IMPACT:

The Program will cost $250,000 for a one year option. Adequate funding has been included in the Fisal Year 2026-2027.
