B)                     The Chief of San Mateo County Health or the Chief’s designee to execute provider agreements, during or for the term of July 1, 2023, through March 31, 2029, in a total amount not to exceed $2,804,654.

BACKGROUND:

This Board, acting as the Governing Board for the Area Agency on Aging (AAA), approves the acceptance of funding from the California Department of Aging (CDA) for AAA programs.

 

The Great Plates Delivered program and the program’s end in July 2021 revealed a significant number of food insecure older adults in the County. Some of the older adults and adults with disabilities with nutrition needs after the pandemic cannot be absorbed into current senior nutrition programs. The Modernizing Older Californians Act (MOCA) Nutrition pilot funding will help ensure that these seniors’ nutrition needs are met.

 

Aging and Adult Services (AAS), the County’s AAA, already contracts with a variety of community-based agencies to implement programs that achieve the Area Plan’s goals and objectives with Older Americans Act (OAA) funding.

 

In February 2022, AAS issued a Request for Proposals (RFP) for the provision of OAA services to older adults and adults with disabilities for the term of July 1, 2022, through June 30, 2026. The RFP Evaluation Committee selected 21 community providers for OAA services.

 

CDA is now releasing MOCA Nutrition funding to AAAs across California. San Mateo County will receive $2,804,654 for the term of July 1, 2023, through March 31, 2029, for Intergenerational Activities, To-Go and Restaurant Option programs.

 

DISCUSSION:

MOCA Nutrition funds will be allocated to existing OAA contractors for one or more of the following programs:

 

                     Intergenerational Activities: efforts related to the planning, development, and implementation of activities and programs that bring participants of the Older Californians Nutrition program together with children or adults;

                     To-Go: meals picked up by the client (or client’s agent) or delivered to clients who are not comfortable dining in a congregate meal setting; and

                     Restaurant Option: provides older adults with vouchers for meals at licensed foodservice establishments such as restaurants, cafes, food trucks, and grocery stores with a hot or cold meal. AAAs and/or nutrition providers contract with foodservice establishments to provide meals.

 

These services are consistent with the goals of the State’s Master Plan for Aging. 

 

Given the recency of the OAA RFP and the fact that these are pilot services to enhance existing OAA nutrition programs, AAS proposes executing MOCA Nutrition funding provider agreements with the County’s RFP-selected OAA providers. AAS is in ongoing discussions with contractors to see which organizations will provide each service.

 

This item is coming to the Board late because AAS did not receive the notification of funding from CDA until May 11, 2023.

 

The resolution has been reviewed and approved by the County Attorney’s Office as to form. The forthcoming provider agreements will also be approved by the County Attorney’s Office as to form.

 

The resolution contains the County’s standard provisions allowing amendment of the County’s fiscal obligations.

 

It is anticipated that 2,000 unduplicated older adults and adults with disabilities will be served by OAA funded programs, and that 90% of participants will report improved nutritional health.

FISCAL IMPACT:

The term of the agreements is July 1, 2023, through March 31, 2029. The total amount of the agreements is not to exceed $2,804,654 for the 75-month term. Federal funds will cover 100% of the costs. There will be no Net County Cost associated with these provider agreements.
