Adopt a resolution authorizing and directing the President of the Board of Supervisors to execute an agreement with JobTrain to provide programs and services to San Mateo County’s incarcerated population, for the term of July 1, 2026 through June 30, 2029, in an amount not to exceed $1,770,877.31.

BACKGROUND:
JobTrain has provided vocational training and educational programs to the San Mateo County incarcerated population for over a decade. Programs and services include, but are not limited to, the following: culinary and baking arts, hospitality, work readiness, career exploration, success coaching, financial literacy, cognitive behavioral intervention groups, life skills, and the Freedom in Focus re-entry initiative. JobTrain continues to be an integral part of the County’s efforts to facilitate and support reintegration for the justice-involved population.
DISCUSSION:
In Spring 2026, the Sheriff’s Office issued a Request for Proposals (RFP) for programs and services for the County’s incarcerated population. JobTrain was selected to provide in-custody programs and services for San Mateo County’s justice-involved population.
The proposed agreement with JobTrain is for a three-year term, beginning July 1, 2026 through June 30, 2029, with a maximum fiscal obligation of $1,770,877.31.

COMMUNITY IMPACT:
Providing vocational programs and work readiness classes to our County’s incarcerated population demonstrates a commitment to addressing inequalities within the criminal justice system, helping participants to overcome the challenges of reentry and establish a secure foundation for their futures.
FISCAL IMPACT:
The term of this agreement is from July 1, 2026 through June 30, 2029 for an amount not to exceed $1,770,877.31. There is no Net County Cost associated with this agreement, as the funding is entirely funded by AB109 Public Safety Realignment Funds.
