BACKGROUND:

The San Mateo County STD/HIV Program has received federal Ryan White Part A funding to provide food services to San Mateo County residents affected by HIV/AIDS. 

 

DISCUSSION:

Under this agreement, AIDS Community Research Consortium (ACRC) will provide food services to San Mateo County residents affected by HIV/AIDS. A Request for Proposals was released in January 2020, and ACRC was the sole bidder with a proposal to provide food services. The selection committee reviewed the proposal and determined that it met service requirements.

 

The resolution contains the County’s standard provisions allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in aggregate). 

 

The agreement and resolution have been reviewed and approved by County Counsel as to form. This agreement is coming to your Board late due to delays in the authorization of federal funding.

 

It is anticipated that 140 or 97% of clients who receive food services will report an improved nutrition and improved quality of life.

FISCAL IMPACT:

The term of the agreement is March 1, 2020 through February 28, 2023. The amount of the agreement is not to exceed $450,000 for a three-year term. Of that amount, $140,000 is included in the Public Health, Policy and Planning (PHPP) FY 2019-20 Adopted Budget and $140,000 is included in the FY 2020-21 Recommended Budget.  $140,000 will be included in the PHPP FY 2021-22 and FY 2022-23 Recommended Budgets. The payment provisions and levels of service in this agreement are similar to the previous agreement. There is no Net County Cost associated with this agreement, as Ryan White Part A is providing these funds.
