BACKGROUND:
The Sheriff’s Office has provided contract law enforcement services to the San Mateo County Transit District (“District”) for approximately five years. Contracting with the Sheriff’s Office has proven to be a cost-effective and efficient option for the District.
The most recent agreement between the County and the District-which had an initial term of July 1, 2020 through June 30, 2025, though the parties have continued since June 30, 2025 to perform and have mutually desired for the agreement to remain in effect while the parties negotiated revisions to the agreement-provides that the parties have the right to exercise an option extending the agreement for five years through June 30, 2030 (“Agreement”).
DISCUSSION:
The County and the District desire to reinstate the Agreement, exercise the option extending the term of the Agreement for an additional five-year term, until June 30, 2030, and make other changes to the Agreement, effective as of July 1, 2025 (“Reinstatement and Amendment”).
Services under the Agreement include basic police patrol, traffic enforcement, crime investigations, and crime prevention services. Direct and indirect costs associated with delivering these services are included. On an annual basis during the term of the agreement, the Sheriff’s Office will meet with the District to evaluate the Agreement and determine if there are any further amendments necessary to address changes in costs, fees, or services.
The County Attorney has reviewed and approved the resolution and agreement as to form.
COMMUNITY IMPACT:
The San Mateo County Sheriff's Office partners with the San Mateo County Transit District to ensure a safe, secure, and accessible transit system for all users. By providing law enforcement services across District buses and Caltrain stations, the Sheriff’s Office enhances public safety, supports equitable access to transportation in our cities, and promotes community connectivity. Deputies conduct patrols, respond to incidents, and engage with riders to foster trust and address concerns. This collaboration supports the District’s mission to deliver safe, efficient transportation, reducing congestion and enhancing the quality of life for San Mateo County’s diverse residents.
FISCAL IMPACT:
The Reinstatement and Amendment exercises the option to extend the Agreement by one five-year term commencing July 1, 2025, through June 30, 2030. The County will receive reimbursement in the amount of $9,633,203 for services provided in FY 2025-26 with revised calculated rates effective July 1 of each year of the term. Reimbursement for this contract has been included in the Sheriff’s Office FY 2025-26 Adopted Budget and the FY 2026-27 Recommended Budget.
