Adopt a resolution authorizing the President of the Board of Supervisors to execute agreements for on-call energy engineering consulting services with the selected five firms: ProspectSV, Kilowatt Engineering, Inc., NV5 Consultants, Inc., Point Energy Innovations, and TRC Engineers, Inc for a term of three years from May 1, 2025, through April 30, 2028, for an amount not to exceed $600,000 per agreement and a total maximum fiscal obligation of $3,000,000.

BACKGROUND:

Project Development Unit (PDU) oversees multiple large capital construction projects that work to integrate the County’s policies and programs to address clean energy and access to clean energy technologies. PDU regularly maintains a variety of on-call service agreements to provide the Unit with the ability to expedite construction projects.

 

DISCUSSION:

On February 11, 2025, PDU released a Request for Proposals (RFP) for On-Call Energy Engineering and Consulting Services. On March 5, 2025, eight responses were submitted to the RFP. An internal County review committee consisting of personnel from the San Mateo County’s Sustainability Department, the PDU Project Manager, and PDU Interim Director selected five firms to move forward for recommendation to enter into agreements with the County.

 

The resolution contains standard provisions allowing the modification of terms and conditions of the agreement and an increase to the maximum fiscal obligation for geotechnical engineering services by $25,000, in aggregate, for each agreement.

 

County Attorney has reviewed and approved the resolution as to form.

 

The summary of the proposals received is attached as “Exhibit A”

 

COMMUNITY IMPACT:

The benefits of a clean energy transition, such as lower energy costs, healthier environments, and economic opportunities, are shared by all.

 

FISCAL IMPACT:

The costs of the agreements will be funded by the individually allocated capital projects budgets.
