BACKGROUND:
Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years.
On March 9, 2021, and March 23, 2021, the Board of Supervisors (Board) held study sessions on Measure K expenditures and anticipated revenue for fiscal years (FY) 2021-23. The Board-appointed Measure K sub-committee, consisting of Supervisor Pine and Supervisor Canepa, convened the study sessions to, among other things, work with staff to facilitate the Board’s development of Measure K priorities and continuing initiatives for FYs 2021-23. The Board approved $5 million in one-time loans or grants for the FY 2021-23 budget cycle, divided equally among the five supervisorial districts, for district-discretionary needs and projects. District 4 has submitted a request to use their district-discretionary Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-discretionary Measure K funds approved by the Board in December 2018.
PROJECT SUMMARY:
This is a request to authorize a grant to San Mateo County Blue Star Moms (Chapter CA15 of the Blue Star Mothers of America, Inc.), and resulting grant agreement, in an amount not to exceed $10,000, for supplies for care packages to active-duty military personnel deployed around the world and for local San Mateo County veterans. The County Executive’s Office will administer and manage the proposed agreement.
District-discretionary Measure K funding for this organization has previously been provided as listed below:
• On November 21, 2017, the Board of Supervisors approved district-discretionary Measure K funding, in the amount of $2,370, to San Mateo County Blue Star Moms for officers of Skyline College Student Veterans of America (SVA) to attend the National Student Veterans of America conference.
• On April 24, 2018, the Board of Supervisors approved district-discretionary Measure K funding, in the amount of $8,000, to San Mateo County Blue Star Moms for postage to mail care packages to troops deployed around the world.
• On October 2, 2018, the Board of Supervisors approved district-discretionary Measure K funding, in the amount of $2,350, to San Mateo County Blue Star Moms for officers of Skyline College Student Veterans of America (SVA) to attend the National Student Veterans of America conference.
The Blue Star Mothers of America, Inc. is a non-partisan, non-political, non-sectarian organization whose mission is to provide support for active-duty service personnel and veterans. Its membership includes mothers, stepmothers, grandmothers, foster mothers and female legal guardians who have children serving in the military, guard or reserves, or children who are veterans. Blue Star Mothers of America has over 6,000 members from over 200 chapters throughout the nation.
San Mateo County Blue Star Moms (SMCBSM) is the local chapter of Blue Star Mothers of America. As part of its mission, it collects supplies and donations to send to troops deployed around the world (such as Afghanistan, Kuwait, and Guam) and for local San Mateo County veterans. Individual care packages typically include high protein snacks, instant coffee/tea/cocoa, toiletries, books, music CDs, games, pens and pencils, and DVDs. SMCBSM also collects encouraging letters from schools and Boy & Girl Scout Troops to provide to military personnel and veterans.
This grant of Measure K funds will enable SMCBSM to prepare and ship 120 boxes overseas to active-duty military personnel, and prepare and distribute 120 tote bags to local veterans, over the next 12 months.
Total Measure K Request: Not to Exceed $10,000
The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:

FISCAL IMPACT:
There are sufficient Measure K funds for this specific FY 2022-23 Measure K request. These funds are budgeted in the Non-Departmental Services FY 2022-23 Adopted Budget.
