Adopt a resolution authorizing:
A) The Sustainability Department to apply for and accept all available grants from the California Department of Resources Recycling and Recovery for which San Mateo County is eligible for the period of February 25, 2025, through February 25, 2030; and
B) The Director of the Sustainability Department or the Director's designee to approve and/or execute all applications, agreements, amendments, payment requests, and other documents necessary to secure California Department of Resources Recycling and Recovery grant funds, implement approved grant funded projects, and carry out related duties and responsibilities for the period of February 25, 2025, through February 25, 2030.

BACKGROUND:
Public Resources Code sections 48000 et seq. authorizes the California Department of Resources Recycling and Recovery (CalRecycle) to administer various grant programs to support the State of California's efforts to reduce, reuse, and recycle solid waste generated in the State, which preserves landfill capacity, protects public health and safety, and protects the environment. CalRecycle establishes procedures governing the application, awarding, and management of the grants, and requires an applicant's governing body to declare by resolution certain authorizations related to the application, acceptance, and administration of CalRecycle grants.
DISCUSSION:
The Sustainability Department (Department) is interested in applying for CalRecycle grants aimed at reducing waste, reusing materials, promoting recycling and composting initiatives, and cleaning up litter. Per CalRecycle’s requirements, staff is requesting that this Board authorize the Director of the Department, or the Director’s designee, to submit grant applications and accept and implement awards on behalf of the County.
The County Attorney’s Office has reviewed and approved the resolution as to form.
EQUITY IMPACT STATEMENT
The resolution will positively impact County residents by allowing the Department to apply for grant funding to fund projects that promote reduction of waste and litter abatement, reuse of materials, and recycling programs that protect public health and the environment.
FISCAL IMPACT:
There is no Net County Cost associated with the adoption of the resolution.
