Adopt a resolution authorizing an agreement with YMCA of San Francisco, dba YMCA Youth Services Bureau of Pacifica, YMCA Youth Services Bureau of San Francisco, and YMCA Youth Services Bureau of San Mateo, for Juvenile Sexual Responsibility Program services and outpatient mental health services authorized through the Mental Health Plan, for the term of July 1, 2019 through June 30, 2022, in an amount not to exceed $1,213,494.

BACKGROUND:
Since 1988, Behavioral Health and Recovery Services (BHRS) has contracted with YMCA of San Francisco for the Juvenile Sexual Responsibility Program (JSR). Since 1996, BHRS has also contracted with the YMCA of San Francisco for outpatient mental health services as part of its mental health managed care network.
JSR serves a high-risk youth population, with documented or suspected history of perpetrating sexual abuse. Members of this population are difficult to treat due to their need for close monitoring and specialized long-term treatment, as well as their high recidivism rate for sexually related offenses. Successful treatment of this population is dependent on continuity of specialized mental health treatment and the development of close collaborative relationships between agencies treating, supervising, and monitoring providers.
DISCUSSION:
BHRS is contracting with YMCA of San Francisco for the provision of JSR services and outpatient mental health services. JSR and outpatient mental health services include assessment and treatment, such as brief individual, family, and group therapy. JSR also provides collateral services such as contact with family and other collaborative partners, including Juvenile Probation and Child Welfare.
The resolution contains the County’s standard provision allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).
The agreement and resolution have been reviewed and approved by County Counsel as to form.
Approval of this amendment contributes to the Shared Vision 2025 outcome of a Healthy Community by providing JSR services and outpatient mental health services to the county’s high-risk youth population. It is anticipated that 93 percent of clients who receive JSR services through this agreement will not re-offend during the time between 4 months after admission and 2 years after completing the program.

FISCAL IMPACT:
The term of the agreement is July 1, 2019 through June 30, 2022. The amount of the agreement is not to exceed $1,213,494 for the three-year term. Funds in the amount of $404,498 are included in the BHRS FY 2019-20 Recommended Budget. Of that amount, $250,558 will be funded by Medi-Cal Federal Financial Participation, $44,928 will be funded in equal parts by the County’s Human Services Agency and Probation Department ($22,464 each), $8,831 funded by Healthy Kids, $95,148 funded by 2011 Realignment, and $5,033 funded by Net County Cost. Similar arrangements will be made for future years. The payment provisions and level of services in the agreement are essentially the same as the prior agreement.
