Adopt a resolution authorizing the Director of San Mateo County Human Services Agency to enter into an agreement and any amendments with the California Department of Social Services to accept California Alternative Payment Programs and CalWORKs Stage 2 funding for the term of July 1, 2024 through June 30, 2025.

BACKGROUND:
The California Department of Social Services (CDSS) offers subsidized childcare and development programs to address social determinants of health and adverse childhood experiences which significantly impact long-term outcomes for children. These programs provide vital supports to the childcare and development workforce and programs for children to have access to equitable and stable childcare and development opportunities. California Alternative Payment Programs (CAPP) and CalWORKs Stage 2 (C2AP) use federal and state funding to help eligible families enrolled in CAPP or CalWORKs Stage 2 Child Care arrange childcare services. The authorized service provider uses these funds to make payment for those services directly to the childcare provider.
DISCUSSION:
The County of San Mateo Human Services Agency uses these funds to administer the CAPP and C2AP childcare programs. Equitable access to childcare supports child development and helps low-income and at-risk families maintain employment. CAPP supports low-income families and foster youth access to childcare. C2AP specifically supports families previously enrolled in CalWORKs. Payments are made directly to childcare providers for eligible children through a subcontractor, the authorized service provider.
The County Attorney has reviewed and approved the Resolution as to form.
FISCAL IMPACT:
The Agreement term is July 1, 2024 through June 30, 2025. The funding amount for California Alternative Payment Programs (CAPP) is up to $3,500,000, and CalWORKs Stage 2 (C2AP) is up to $280,000 from the California Department of Social Services.
