BACKGROUND:
On June 16, 2026, this Board adopted Master Salary Resolution 081981, which specifies the number of and provides compensation and benefits for persons employed by the County of San Mateo, sets appropriate rules and regulations, and repeals all inconsistent ordinances and resolutions. Throughout the year, the salary resolution is amended from time to time to meet the needs of the County.
DISCUSSION:
The salary resolution changes herein represent the:
• deletion of two positions;
• addition of two positions;
• setting of the salary range for one new classification; and
• addition of new allowances to Section 5 - Special Compensation.
These amendments to the resolution have been reviewed and approved by the County Attorney’s Office as to form. The specific actions are discussed in detail below.
30000 SHERIFF’S OFFICE
Action: Add to Section 5 of the Master Salary Resolution a (A) Career Incentive Allowance; and (B) Uniform Allowance for one extra-help Undersheriff.
Explanation: These amendments to Section 5 of the Master Salary Resolution extend to one extra-help Undersheriff the special compensation provisions set forth in Section 22 of Management Resolution 080702, Special Compensation-Sheriff’s Office: Career Incentive Allowance and Uniform Allowance. The Career Incentive Allowance would provide the extra-help Undersheriff with a 7.5% allowance, in addition to all other compensation, for possessing an Advanced Peace Officer Standards and Training (POST) certificate. The Uniform Allowance would reimburse the extra-help Undersheriff for personally provided uniforms and equipment, consistent with the reimbursement provided to represented law enforcement employees. The estimated monthly salary and benefits cost of these allowances is $1,099, based on a 0.5 FTE and a $1500 annual uniform allowance prorated over 12 months. There is no change in the number of authorized positions.
55500 PUBLIC HEALTH, POLICY AND PLANNING
Action: Set the hourly salary range for I062, Assistant Public Health Laboratory Director Fellow, at $61.27 - $76.56
Explanation: This item sets the hourly salary range for a new extra-help classification created for the Public Health Laboratory to hire a fellow through the California Department of Public Health’s LabAspire Public Health Laboratory Director Fellowship Program. LabAspire is a statewide workforce development and succession planning initiative designed to address the limited pipeline of professionals qualified to direct California public health laboratories. This action is only to establish the salary range and therefore, there are no associated costs.

Action: Delete: One D185, Senior Management Analyst
Biweekly Salary: $5,143.20 - $6,430.40
Add: One D060, Financial Services Manager I
Biweekly Salary: $5,143.20 - $6,430.40
Explanation: This is the deletion of one vacant Senior Management Analyst position and the addition of one Financial Services Manager I position, which is the more appropriate classification for the position’s intended duties and responsibilities. This action represents no monthly salary and benefits cost and there is no change in the total number of authorized positions.

Action: Delete: One position of E350, Fiscal Office Specialist
Biweekly Salary: $2,728.00 - $3,408.80
Add: One position of E346S, Fiscal Office Assistant Series
Biweekly Salary: $2,260.80 - $2,976.80
Explanation: This action adds back a Fiscal Office Assistant position that was erroneously converted to Fiscal Office Specialist after it was already deleted in the Fiscal Year 2026-2027 Recommended Budget. This is a correction item only and there are no associated salary and benefits costs. There is no change in the total number of authorized positions.
FISCAL IMPACT:
These amendments represent a monthly salary and benefits cost of $1,099 or an estimated annual cost of $13,188.
