Adopt a resolution authorizing an agreement with TEF Architecture and Interior Design, Inc. to provide design services for the proposed Family Justice Center Tenant Improvement Project, for the term of January 27, 2026 through January 26, 2028, in an amount not to exceed $1,004,164.

BACKGROUND:
On October 18, 2023, the County issued a Request for Proposals for on-call architectural and engineering consulting services. Following a review of proposals by multi departmental panel, this Board adopted Resolution No. 080344 on May 21, 2024, which authorized an agreement with TEF Architecture and Interior Design, Inc. (TEF Design) for on-call architectural design services. TEF Design was tasked with preparing the conceptual design for the Family Justice Center Tenant Improvement Project (Project) at 1510 Fashion Island Boulevard. TEF Design has completed the conceptual design for the Project and final design of the Project must commence next.
DISCUSSION:
The Department of Public Works (Department) will oversee and manage the design, permitting, and completion of the Project. TEF Design has unique knowledge and understanding of the Project, which the County will benefit from and will help expedite design of the Project. The proposed agreement amount for TEF Design’s services is $1,004,164.
The County Attorney has reviewed and approved the resolution and agreement as to form.
COMMUNITY IMPACT:
Family Justice Centers provide multi-disciplinary services for victims of interpersonal violence such as sexual assault, domestic violence, child abuse, elder abuse, and human trafficking. By providing services in one location, Family Justice Centers reduce the number of times victims tell their stories and places victims must visit to seek help. The result is reduced trauma and increased access to services for victims and their families.
FISCAL IMPACT:
The term of this Agreement is from January 27, 2026, through January 26, 2028, for an amount not to exceed $1,004,164. The Agreement will be funded by Non-departmental Services. Funding for this Agreement is included in the Department’s Approved Budget for FY 2025-26 and will be included in future fiscal year budgets.
There is no additional impact to the General Fund.
