Acting as the Governing Board of the Crystal Springs County Sanitation District, adopt a resolution accepting an Offer of Dedication of a Sanitary Sewer Main Extension constructed by Bel Aire Heights LLC to the Crystal Springs County Sanitation District.

BACKGROUND:
On April 24, 2017, the San Mateo County Planning and Building Department approved the merger of six (6) parcels to be subdivided into twenty-one (21) lots, nineteen (19) of which are for single-family residences, while the remaining two (2) lots are common areas.
The subdivided residential parcels require sewer service and are located within the service boundaries of the Crystal Springs County Sanitation District (“District”).
DISCUSSION:
The Board of Supervisors, as the Governing Board of the District, is authorized to accept new sanitary sewer facilities constructed by private developers for operation and maintenance by the District.
Bel Aire Heights LLC paid the costs associated with the engineering and construction of approximately 93 linear feet of sewer main in the public right-of-way near the intersection of Bel Aire Road and Bel Aire Lane within the unincorporated San Mateo County area. The work was completed, inspected, and approved by the District. Bel Aire Heights LLC has executed an Offer of Dedication of Sanitary Sewer Main Extension to the District for the ownership, operation, and maintenance of the sewer facilities (“Offer of Dedication”).
The sewer main that is the subject of the Offer of Dedication meets all District requirements for acceptance, as it is located within the limits of the public right-of-way, is expected to serve two or more individual legal parcels, and has been constructed in compliance with the District’s standards.
The County Attorney has reviewed and approved the resolution and Offer of Dedication as to form.
COMMUNITY IMPACT:
Acceptance of the Offer of Dedication will result in the District providing sewage transport to parcels in a suburban area, ensuring reliable wastewater conveyance for public safety and environmental health.
FISCAL IMPACT:
The cost of operation and maintenance of the facilities being offered for dedication will be a District expense and will be funded through the annual sewer service charges levied on properties receiving sewer service from the District. Currently the sewer service charge is $1,919 per year per residential unit equivalent.
The District will collect a connection fee for any new sewer connections to the sewer main installed by Bel Aire Heights LLC. The fee is indexed annually to the construction cost index. This fee will be in addition to the annual sewer service charges for property owners connected to the sewer facilities.
There is no impact on the General Fund.
