BACKGROUND:
Patients and family members of San Mateo Medical Center (SMMC), as well as clients of San Mateo County Health (SMCH) divisions and the Human Services Agency (HSA), speak many languages. A commercial vendor is required to provide language interpretation and translation services so that SMMC, other SMCH divisions, and HSA staff may communicate with their limited English proficiency patients and clients. In January 2023, SMMC in collaboration with SMCH and HSA completed a Request for Proposals for language interpretation and translation services. Certified Languages International, LLC (CLI) was chosen as the most qualified vendor. This Board approved an agreement with CLI for the term of October 1, 2023 through September 30, 2026, in an amount not to exceed $ 4,955,000.
DISCUSSION:
HSA and SMCH have both experienced an increase in translation service needs. In particular, HSA’s increase in eligibility service clients has caused an increase in the use of needed translation services.
County Attorney has reviewed and approved the resolution and amendment as to form.
The resolution contains the County’s standard provisions allowing amendment of the County fiscal obligations by a maximum of $25,000 (in aggregate).

COMMUNITY IMPACT:
Adding funds to this contract will allow the SMMC, SMCH, and HSA to continue to utilize the vital language interpretation services that CLI provides to ensure limited English proficiency residents of San Mateo County are served in their native language.
FISCAL IMPACT:
The term of the amended agreement is October 1, 2023 through September 30, 2026. The amendment increases the amount payable under the agreement by $387,000 to an amount not to exceed $5,342,000 for the three-year term. Funds in the amount of $287,000 are included in HSA FY 2025-26 Adopted Budget. Funds in the amount of $100,000 are included in SMCH FY 2025-26 Adopted Budget.
