Adopt a resolution authorizing an amendment to the agreement with Telecare Corporation for psychiatric treatment services and long-term care for clients of the Public Guardian, increasing the amount by $1,059,555 to an amount not to exceed $8,225,470, with no change to the term.

BACKGROUND:
In June 2024, this Board approved an agreement with Telecare Corporation for the term of July 1, 2024 through June 30, 2025, in an amount not to exceed $7,169,915 for psychiatric treatment services and long-term care for clients of the Public Guardian.
Telecare Corporation (Telecare) is one of the nation’s largest providers of adult mental health services. Telecare operates programs tailored to individuals with co-occurring conditions such as homelessness, substance use disorder, and developmental disabilities. Telecare has provided psychiatric treatment services for County residents since 1982.
DISCUSSION:
The amendment is for the necessary extension of services provided by Telecare for the Mental Health Rehabilitation Center (MHRC) and Cordilleras Suites program through January 2025. This extension is necessary due to the delayed opening of the new Cordilleras Health and Healing Campus, which was expected to open in September 2024 but did not open until December 2024. Telecare continued services at the Cordilleras MHRC and Cordilleras Suites program while residents transitioned out to placements in the new Cordilleras Health and Healing Campus or other residential facilities in the County.
The resolution contains the County's standard provision allowing amendment of the County's fiscal obligations by a maximum of $25,000 (in aggregate).
The agreement and resolution have been reviewed and approved by the County Attorney as to form.
It is anticipated that at least 75% of clients admitted to the MHRC will not be returned to a higher level of care within 15 days of admission.

COMMUNITY IMPACT:
This agreement will positively impact a critically underserved community of behavioral health clients who have severe mental illness and will benefit from a secured placement to support their stabilization and recovery. Providers such as Telecare are a vital placement resource for such individuals. Having this agreement with Telecare affords these individuals an ability to step down from higher acute, more costly levels of care to a placement that can address their behavioral health needs. This provider is committed to serving this population and supporting them with achieving their recovery goals.
FISCAL IMPACT:
The term of the agreement is July 1, 2024 through June 30, 2025. The amount of the amendment is not to exceed $1,059,555. $1,059,555, or 100%, is included in the BHRS FY 2024-25 Adopted Budget. Of this amount, $861,903 is funded by 1991 Realignment and $197,652 is Net County Cost.
