BACKGROUND:

On June 7, 1998, the voters of San Mateo County approved a ballot measure to allow the collection and distribution by the San Mateo County Transportation Authority (TA) of a half-cent transaction and use tax in San Mateo County for 20 years with the tax revenues to be used for highway and transit improvements pursuant to the Transportation Expenditure Plan presented to the voters, known as the Original Measure A.

 

On November 2, 2004, the voters of San Mateo County approved the continuation of the collection and distribution by the TA of the Measure A half-cent transaction and use tax for an additional 25 years, known as the New Measure A.

 

On November 6, 2018, the voters of San Mateo County authorized a new one-half percent sales tax in San Mateo County for transportation purposes, and tasked the TA with administering four of the five transportation program categories, known as Measure W.

 

The TA administers these funds, providing grants to eligible public agencies, including the County of San Mateo (County), for transportation-related capital and operational projects. The Primary Grant Agreement (PGA) establishes the framework for the County’s receipt, use, and reporting of Measure A and Measure W funds, while subsequent project supplements will detail specific project scopes, budgets, and timelines.

 

Historically, the County has executed separate funding agreements or memoranda of understanding with the TA for individual awarded transportation projects and programs. To streamline the contracting process, the TA has developed a PGA through which the TA and project sponsors will document the structure of their relationships and related obligations and individual project supplements will detail funded projects and requirements during the 10-year term of the PGA.

 

DISCUSSION:

The County has received multiple grants from the TA to support infrastructure improvements that otherwise wouldn’t advance with local funding alone. The County will continue seeking and leveraging Measure A and Measure W funds to implement the Unincorporated San Mateo Active Transportation Plan and other initiatives that promote walking, biking, and multimodal transportation.

 

The TA requires that this Board adopt a resolution authorizing the County Executive Officer, or designee, to execute a PGA with the TA for the County to continue to be eligible for TA Measure A and Measure W funding over the next 10 years. A sample PGA is included as Exhibit A, which will be modified by the TA upon receipt of a fully executed copy of the resolution.

 

County Attorney has reviewed and approved the resolution and PGA as to form.

 

EQUITY STATEMENT:

Equity is a key scoring criterion in the evaluation of the TA’s discretionary transportation grant awards and the execution of the PGA will enable the County to better fund transportation mobility and improvement projects to better serve historically underserved populations in the unincorporated County areas.

 

FISCAL IMPACT:

Execution of the PGA will enable the County to execute subsequent individual program supplements for specific projects that may require match funding, which will generally be from specific Department budgets.

 

There is no impact on the General Fund.
