BACKGROUND:
Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years.
The Board of Supervisors (Board) held study sessions on Measure K expenditures and approved funds for the fiscal year (FY) 2025-26 budget cycle, divided equally among the five supervisorial districts, for one-time district-discretionary needs and projects. District 3 has submitted a request to use their district-discretionary Measure K funds as shown below:

This item is consistent with the criteria for district-discretionary Measure K funds approved by the Board in December 2018. District 3 indicates that this organization is either a public agency operating within the County or a nonprofit organization registered and in good standing with the California Attorney General. District 3 indicates that the sponsoring Board member, member’s family, and member’s supervisorial staff do not serve as an officer, director, or play a policy role for the grantee organization.
PROJECT SUMMARY:
This is a request to authorize a grant to San Carlos School District (SCSD), and resulting grant agreement, in an amount not to exceed $22,698, to provide for additional school crossing guard services. The County Executive’s will administer and manage the proposed agreement.
District-discretionary Measure K funding for this organization has previously been provided as listed below:
• FY 2022-23: SCSD received a Measure K grant in the amount of $50,000 sponsored by Supervisor Ray Mueller, District 3, to support School Crossing Guard for the school year 2023-24.
The intersection of San Carlos Avenue and Club Drive in San Carlos serves as a critical access point for students, parents, and caregivers walking or biking to school, acting as a primary funnel for families commuting from the hills to Tierra Linda Middle School and Mariposa Elementary School. Ensuring safe routes to school is essential to supporting student attendance, physical activity, and independence for elementary and middle school students.
The presence of a dedicated crossing guard at this intersection would improve safety by providing supervised crossings at this exposed location and enhance driver awareness and reduce the risk of pedestrian-vehicle conflicts during the chaotic peak commute hours.
This district discretionary grant will be used to fund the following project or services:
Grant funds will be used to support the placement of a crossing guard at the intersection of San Carlos Avenue and Club Drive in San Carlos.
District 3 has informed the grantee organization that this grant is one-time only, and that the grantee organization will need to find other sources of funding going forward. The grantee organization will use the Measure K grant as follows:

The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:

Beyond serving students, the proposed crossing guard would benefit the broader San Carlos community, including seniors, commuters, and residents who regularly cross or travel through this intersection. Improved pedestrian safety measures help create safer, more walkable neighborhoods and reduce the likelihood of accidents for all users of the roadway
FISCAL IMPACT:
There are sufficient Measure K funds for this specific FY 2025-26 Measure K request. These funds are budgeted in the Non-Departmental Services FY 2025-26 Adopted Budget.
