BACKGROUND:
On June 12, 2024, the County Planning Commission approved a Coastal Development Permit, Planned Agricultural District Permit, After-the-Fact Grading Permit, and Architectural Review Permit (PLN2018-00168) to allow the construction of a new single-family home on a legal 17.4-acre parcel located at 12850 Cabrillo Highway, Pescadero (APN 086-142-010). A condition of the County’s approval required that the property owner, Debbie Ann Jahns, enter into an agreement to maintain the unit as an affordable housing unit under Local Coastal Program (LCP) Policy 3.24.
DISCUSSION:
The property owner intends to maintain the newly approved home as a rental unit in the rural area where housing opportunities for households with incomes at or below the low-income category are extremely limited. The 17.4-acre parcel has one density credit that is allocated to an existing single-family residence on the property; thus, no additional market-rate housing units are allowed on the property. The County’s LCP Policy 3.24 allows a density bonus for affordable housing to be built in rural areas of the coastal zone beyond the density otherwise permitted by the Zoning Regulations. The new home was approved pursuant to this density bonus allowance with the condition that an affordability agreement be recorded for the unit. The new home complies with the criteria of LCP Policy 3.24, and will comply with the attached Affordability Agreement, which specifies applicable income and cost restrictions and monitoring/enforcement mechanisms to ensure compliance with the conditions of the County’s approval of the planning permits, and with County General Plan and LCP housing policies.
The County Attorney’s Office has reviewed and approved the resolution and the agreement as to form.
COMMUNITY IMPACT:
The approval of the Affordability Agreement for a new affordable housing unit at 12850 Cabrillo Highway in Pescadero supports the production of new housing of diverse size and type in the County’s rural south coast that is affordable to acutely low-, extremely low-, very low-, or low-income households in order to meet the housing needs of all persons who reside, work, or who can be expected to work or reside in the County, consistent with General Plan Housing Element Goal 2 (Support New Housing for Extremely Low to Moderate-Income Households).
FISCAL IMPACT:
There is nominal cost to County Planning and Housing staff to monitor compliance with the terms of the agreement.
