Recommendation for the appointment of Noemi Avram to the San Mateo County Exposition and Fair Association Board of Directors, as a Director for an initial partial term through September 30, 2027.

BACKGROUND:
The San Mateo County Event Center (“Event Center”), located in the City of San Mateo, serves as an emergency evacuation center for San Mateo County residents, hosts conferences and conventions, and is the site of the San Mateo County Fair. The Event Center is managed by a non-profit organization, the San Mateo County Exposition and Fair Association (“Association”), whose Directors are appointed by the Board of Supervisors.
The Association’s Board of Directors (“Board of Directors”) consists of 11 Directors, all of whom must be residents of San Mateo County. Directors are each allowed to serve up to four three-year terms.
DISCUSSION:
Noemi Avram is being recommended to serve as a Director for an existing partial term ending September 30, 2027, previously held by Kari Foppiano until her term ended September 30, 2024. In September 2024, another applicant was approved by the Board of Supervisors for appointment but was no longer able to serve due to conflict before the October 2024 term of appointment began. Noemi Avram’s term begins immediately upon approval of this appointment for an initial partial term ending September 30, 2027.
Noemi Avram is a Foster City resident and received an Architectural Degree from the University of Buenos Aires, Argentina and a Master of Architecture from the University of Toronto, Canada. She has been a licensed architect in California since 1994 and is the President/Principal Architect at Gumbinger Avram Architects, Inc.
Ms. Avram is a member of the American Institute of Architects (AIA), serving as President of the San Mateo County Chapter in 2005. She served as a Planning Commissioner for the City of Foster City for 17 years, is an active member of the Rotary Club of Foster City, of which she was the President in 2012-2013, and has been a volunteer at Second Harvest Food Bank in Foster City since 2019. Noemi served on the Downtown San Mateo Association (DSMA) Board and has regularly attended the Public Policy & Government Affairs Committee of the San Mateo Chamber of Commerce. Ms. Avram graduated from the San Mateo Area Leadership Class in 2004, a Leadership Program serving the cities of San Mateo, Foster City, Burlingame and Hillsborough. Noemi is a founding Board member of the Leadership Council San Mateo County.
