BACKGROUND:

The Great Plates Delivered (GPD) program, which was authorized and fully funded by the Federal Emergency Management Agency, ended on July 9, 2021.

To address this population of approximately 1,200 older adults with unmet nutritional needs, Aging and Disability Services (ADS) and the Office of Sustainability (OOS) started a new program, Second Course, on July 1, 2021, as a two-year pilot. The two-part program: 1) initiated a grocery delivery program in partnership with the Second Harvest Food Bank to serve food-insecure clients; and 2) expanded the County’s existing home delivered meal program to serve clients who needed meals delivered to them. (OOS handled the grocery delivery program through a separate contract.) The post-GPD home delivered meal services portion of Second Course received a total amount of $3,900,000 for FY 2021-22 and FY 2022-23. The home delivered meal providers for Second Course were Peninsula Volunteers Inc., Self Help for the Elderly, Senior Coastsiders, and Meals on Wheels San Francisco.

To date, Second Course has provided a total of 240,606 meals to 802 clients who continue needing home delivered meals support. Providers have increased their capacity to deliver meals countywide. Currently, all clients eligible for home delivery are receiving meals.

DISCUSSION:

The need for home delivered meals continues to grow and Second Course has increased our capacity to meet this need and avoid waiting lists for service. As a result, ADS is adding $373,725 from County General Funds to current Second Course contracts to best meet community needs.

 

Program staff and providers are continuously evaluating need for home delivered meal services. Of the 802 clients served with Second Course home delivered meals in FY 2023-24, 302 have been able to transition to other nutritional programs and 500 have continued to need Second Course services. So far in FY 2024-25, 139 clients have been able to transition to other nutrition programs or no longer need meal support; while 369 clients still need Second Course services.

 

The resolution contains the County’s standard provisions allowing amendment of the County fiscal obligations by a maximum of $25,000 (in aggregate).

 

This agreement is coming to this Board late because it took time to gather the necessary data to provide this program update.

 

The resolution has been reviewed and approved by the County Attorney’s Office as to form, and all agreements will be approved as to form.

 

It is anticipated that 369 clients will be served by the continuation of the Second Course Program.

COMMUNITY IMPACT:

Second Course positively impacts older adults and people with disabilities who experience food insecurity and are homebound and isolated. The program serves clients under 60, who would not be eligible for OAA-funded nutrition programs.

 

FISCAL IMPACT:

The funding term of these services will be July 1, 2021, through June 30, 2025. The total amount of the amendments is not to exceed $3,563,235 for a forty- eight month term. Funding for this amendment will be covered by County General Fund and additional amount of $373,725 has been accounted for in the FY2024-2025 Adopted Budget.
