BACKGROUND:

Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 for 10 years and extended by the voters in November 2016 for an additional 20 years through 2036.

 

On December 13, 2016, this Board approved recommended Measure K allocations for FY 2017-19 to provide services for older County residents.

 

In April 2019, this Board approved the following contracts through June 30, 2020: Alzheimer’s Disease and Related Disorders Association, Inc. (ADRDA); Daly City Peninsula Partnership Collaborative (DCPPC); Edgewood Center for Children and Families (ECCF); Institute on Aging (IOA); and Ombudsman Services of San Mateo County, Inc. (OSSMC).

 

In June 2020, this Board adopted a resolution that approved funding for DCPPC, IOA, and Peninsula Volunteers, Inc (PVI) for FY2020-21.

 

In June 2021, this Board adopted a resolution that approved funding for DCPPC, IOA, OSSMC, and PVI for FY 2021-23.

 

DISCUSSION:

San Mateo County Health requests that this Board adopt a resolution authorizing the Chief of San Mateo County Health or their designee to execute amendments to continue the following Measure K-funded services through the providers listed below. The term for the new amendments with these providers will be July 1, 2023, through June 30, 2024.

 

DCPPC - Friendly Visiting and Meals Express ($160,526 for FY 2023-24) The DCPPC Friendly Visiting and Meals Express program alleviates the isolation felt by older adults and persons with disabilities while maximizing their ability to age in place. DCPPC will provide emergency meals, groceries, brown bag delivery assistance, and outreach/visits. This outreach/visit service will be for homebound seniors and disabled adults who have recently been discharged from the hospital and do not immediately qualify for home-delivered meals or are on a waiting list for home-delivered meal services.

 

IOA - Friendship Line ($225,102 for FY 2023-24)

The IOA’s Friendship Line provides services to older adults and adults with disabilities in San Mateo County. The Friendship Line is the only 24-hour hotline in the U.S. offering suicide intervention and prevention for seniors and disabled adults. It also provides crisis support services, including a unique call-out service. The funding sought through the current resolution represents the County’s standard financial contribution to the operation of the Friendship Line.

 

PVI- Supplemental Meals on Wheels ($43,909 for FY 2023-24)

Peninsula Volunteers, Inc. (PVI) provides supplemental home-delivered meals to adults between the ages of 18-59 who are homebound due to an incapacitating disability and/or illness. These clients can live at home if meals are provided, but they are unable to prepare or obtain nutritious meals on their own. Recipients have been assessed by the California Department of Aging as having a high “nutritional risk rating,” they will be required to pay for a portion of each meal.

 

OSSMC -($125,645 for FY 2023-24)

The OSSMC provides onsite monitoring and complaint investigation and resolution services to individuals residing in San Mateo County long-term care facilities.

 

County Health previously sought a waiver of the Request for Proposals (RFP) process on the basis that the selected providers were the sole sources for these services. Health is requesting one additional waiver of the RFP process in order to continue providing these services while the County prepares to issue a Measure K RFP in Fall 2023.

 

The amendments and resolution have been reviewed and approved by the County Attorney’s Office as to form. The resolution contains the County’s standard provisions allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in aggregate per agreement).

 

The resolution also contains a provision to allow the Chief of San Mateo County Health or their designee to modify the performance measures to implement changes in the reporting requirements, as may be appropriate to help the County more effectively communicate information about Measure K programs.

 

It is anticipated that:

                     DCPP will deliver 3,600 meals;

                     The IOA’s Friendship Line will have 1,800 calls in and 3,600 calls out;

                     PVI will provide 6,800 supplemental home-delivered meals to adults ages 18-59 with a disability or illness, and;  

                     OSSMC will serve 6,000 clients per year.

FISCAL IMPACT:

The term of the amendments is July 1, 2023, through June 30, 2024. The total amount of Measure K funds authorized to be expended pursuant to the above amendments is $555,182 for the one-year term. The cumulative total of agreements from July 1, 2021, through June 30, 2024 is $1,650,647. Funding for FY 2023-24 has been included in the Aging and Adult Services FY 2023-24 Recommended Budget and will be appropriated when the Recommended Budget is approved.
