Adopt a resolution authorizing an amendment to the Master Salary Resolution 080517 to delete five positions and add seven positions; and accept the updated report of biweekly salaries by classification.

BACKGROUND:

On June 25, 2024, this Board adopted Master Salary Resolution 080517, which specifies the number of and provides compensation and benefits for persons employed by the County of San Mateo, sets appropriate rules and regulations, and repeals all inconsistent ordinances and resolutions. Throughout the year, the salary resolution is amended from time to time to meet the needs of the County.

 

DISCUSSION:

Enter The salary resolution changes herein represent the:

 

                     deletion of five positions; and

                     addition of seven positions.

 

These amendments to the resolution have been reviewed and approved by the County Attorney’s Office as to form. The specific actions are discussed in detail below.

 

14000 CONTROLLER’S OFFICE

 

Action A:                     Delete: One position of E350, Fiscal Office Specialist

                                          Biweekly Salary: $2,598.40 - $3,246.40

 

Action B:                     Delete: One position of E337, Office Specialist                     

                                          Biweekly Salary: $2,408.00 - $3,009.60

 

Action C:                     Add: Two positions of E030S, Accountant Series                     

                                          Biweekly Salary: $2,892.80 - $4,228.80

 

Explanation: This is the deletion of one vacant Fiscal Office Specialist and one vacant Office Specialist positions and addition of two Accountant positions. These actions address the department’s needs for higher level technical and specialized accounting support. These actions represent an approximate monthly salary and benefits cost of $7,298. There is no change in the total number of authorized positions.

Action A:                      Delete: One position of B076, Medical Office Specialist-Unclassified

                                          Biweekly Salary: $2,739.20 - $3,426.40

 

Add: One position of E422, Mobile Health Services Assistant

                                          Biweekly Salary: $2,573.60 - $3,216.00

 

Explanation: This is the deletion of one vacant Medical Office Specialist position and addition of one Mobile Health Services Assistant position. Converting vacancy to a classification that can operate mobile health vans addresses the department’s needs by minimizing disruption and ensuring accessibility of mobile clinic services. This action represents an approximate monthly salary and benefits savings of $697. There is no change in the total number of authorized positions.

 

Action B:                      Delete: One position of F009S, Patient Care Series (Medical Services Assistant II)

                                          Biweekly Salary: $2,302.40 - $2,877.60

 

Add: One position of F195, Mobile Clinic Certified Medical Assistant

                                          Biweekly Salary: $2,573.60 - $3,216.00

 

Explanation: This is the deletion of one vacant Medical Services Assistant II position and addition of one Mobile Clinic Certified Medical Assistant position which combines the function of a Medical Services Assistant II performing the full range of patient support care that requires state certification, and that of a mobile clinic van driver. This would address the department’s needs by maximizing the role of the Medical Assistant and ensuring continuous care for the vulnerable populations that the mobile clinics serve. This action represents an approximate monthly salary and benefits cost of $1,122. There is no change in the total number of authorized positions.

 

61000 BEHAVIORAL HEALTH AND RECOVERY SERVICES

 

Action:                     Add: One Half-Time position of F122S, Physician Series (Adult Psychiatrist)

                                          Biweekly Salary: $11,140.00 - $13,926.40

 

Explanation: This is the addition of one on-half time Adult Psychiatrist position to support the department’s operational and clinical needs. This action represents an approximate monthly salary and benefits cost of $23,083. The total number of authorized positions is increased by one.

Action A:                      Delete: One position of G237S, Employment Services Specialist Series

                                          Biweekly Salary: $2,815.20 - $3,976.80

 

Add: One position of G200S, Vocational Rehabilitation Counselor Series

                                          Biweekly Salary: $2,815.20 - $4,688.00

 

Explanation: This is the deletion of one vacant Employment Services Specialist II position and addition of one Vocational Rehabilitation Counselor position to address the increasing caseload of the counselors. This action represents an approximate monthly salary and benefits cost of $2,358. There is no change in the total number of authorized positions.

 

Action B:                      Add: One position of D090, Human Services Manager I

                                          Biweekly Salary: $4,898.40 - $6,124.00 Biweekly

 

Explanation: This is the addition of one Human Services Manager I position. This position would be assigned to department’s communication and public information programming. This action represents an approximate monthly salary and benefits cost of $20,301. There is no change in the total number of authorized positions.

 

COMMUNITY IMPACT:

These amendments to the Master Salary Resolution ensure that pay for County classifications are externally and internally competitive; and that positions and vacancies are classified appropriately as to maintain pay equity and pay transparency and promote the goals of diverse and inclusive hiring consistent with the Human Resources Department’s mission and values.

 

FISCAL IMPACT:

These actions represent an estimated monthly salary and benefits cost of $53,465 or an annual cost estimate of $641,580.
