BACKGROUND:
Measure K is the half-cent sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years.
On March 9, 2021, and March 23, 2021, the Board of Supervisors (Board) held study sessions on Measure K expenditures and anticipated revenue for fiscal years (FY) 2021-23. The Board-appointed Measure K sub-committee, consisting of Supervisor Pine and Supervisor Canepa, convened the study sessions to, among other things, work with staff to facilitate the Board’s development of Measure K priorities and continuing initiatives for FYs 2021-23. The Board approved $5 million in one-time loans or grants for the FY 2021-23 budget cycle, divided equally among the five supervisorial districts, for district-discretionary needs and projects. District 3 has submitted a request to use their district-discretionary Measure K funds as shown below and described in the Project Summary section of this memorandum:

PROJECT SUMMARY:
This is a request to approve an ATR to transfer funding from Non-Departmental Services to the San Mateo Medical Center to support the agreement with Sonrisas to provide farmworker patients and their families with dental health services at the Sonrisas clinic on-site at Puente’s service center in Pescadero. The Health Care for the Homeless program will manage the agreement with Sonrisas.
Sonrisas Dental Health (Sonrisas) is a nonprofit organization that provides dental care to low-income individuals throughout San Mateo County, regardless of ability to pay. Sonrisas’ Pescadero clinic offers services for free through a contract with the County of San Mateo Healthcare for the Homeless & Farmworker Health (HCH/FH) Program. The clinic began to provide services in October 2021. The clinic had a total of 367 visits from October 2021 to September 2022.
Puente de la Costa Sur (Puente) is a Core Services Agency that works in close collaboration with the Human Services Agency to provide individuals and families with basic emergency and support services to stabilize their living situations; Puente specifically provides farmworkers with a crucial connection to the County. Sonrisas operates its Pescadero clinic at the Puente service center.
The requested Measure K grant funds will cover dental visits for farmworker patients, at a rate of $320 per visit (which also covers no-shows). Two-hour patient appointments are counted as two visits. From January 2023-December 2023, Sonrisas’ goal is to provide 384 dental visits for 48 weeks of the year, or an average of 8 visits per week, for farmworkers and their families. The services will continue to be provided at the Sonrisas clinic on-site in Puente.

FISCAL IMPACT:
There are sufficient Measure K funds for this specific FY 2022-23 request. These funds are budgeted in the Non-Departmental Services FY 2022-23 Adopted Budget.
