Adopt a resolution authorizing an agreement with Tactis, LLC to provide maintenance, support, and enhancements for the County’s website content management system, for the term of January 27, 2026 through January 26, 2031, in an amount not to exceed $1,000,000.

BACKGROUND:
The Technology Services Department (TSD) is responsible for managing and maintaining the County’s public-facing website platform which provides reliable access to essential information regarding County services for residents, businesses, and stakeholders. The County’s main website is built on the Drupal platform which is used by County departments and agencies. Additionally, the County operates 30 separate public sites using WordPress platform, tailored for various audiences, programs, and services. Collectively, these sites serve as crucial channels for communication and service delivery.
On May 6, 2025, the TSD released a Request for Proposals (RFP), RFP# ISD-20251905, seeking qualified vendors capable of delivering comprehensive website maintenance and support. Twelve (12) proposals were received and Tactis, LLC was identified as the vendor best suited to meet the County’s technical and operational needs.
DISCUSSION:
As the County expands its digital services, maintaining a secure, scalable, and compliant website is essential. Tactis, Inc. brings proven expertise in Drupal platform services, offering a dedicated technical team capable of providing continuous improvement, incident response, and ongoing development support. Their experience ensures the County can meet evolving business needs, regulatory requirements, and community expectations for reliable digital services.
TSD is seeking approval from your Board to execute an agreement with Tactis, LLC to provide maintenance, support, and enhancements for the County’s website platform.
The County Attorney’s Office has reviewed and approved the Resolution and Agreement as to form.
The resolution contains the County’s standard provisions allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).
Approval of this Agreement will ensure the continued reliability, security, and performance of the County’s public website. It will enhance the County’s ability to communicate critical information, deliver online services, and comply with accessibility and regulatory requirements. The agreement also supports future modernization initiatives and allows for a rapid response to evolving digital needs.

Ongoing maintenance and support of the County’s main website provides uninterrupted access to essential online services, public information, and community resources for residents. Enhancing security, accessibility, and site reliability, this agreement strengthens the County’s ability to serve all residents equitably, particularly during emergencies or when timely communication is crucial.
FISCAL IMPACT:
The term of this agreement is from January 27, 2026, through January 26, 2031. The total not to exceed amount for this agreement is $1,000,000.00. Funding for this multi-year contract is included in ISD’s FY 2025-26 Adopted Budget, and future year funds will be appropriated in subsequent fiscal years. The ongoing cost is included in the Core IT service charges distributed to County departments.
