Adopt a resolution authorizing the acceptance of Home and Community Based Services Senior Nutrition Infrastructure grant program funding from the California Department of Aging in the amount of $954,915, and the execution of provider agreements for the term of November 1, 2022 through December 31, 2023.

BACKGROUND:
During Spring 2021, Meals on Wheels submitted an Advocacy Proposal to the State Legislature, requesting funds to support capacity and infrastructure improvement grants for senior nutrition programs. The Home and Community Based Services Senior Nutrition Infrastructure (HCBS NI) grant funding is the result of that proposal. HCBS NI will provide $38 million to enhance, expand, and increase senior nutrition infrastructure in California.
The HCBS NI program will fund capacity and infrastructure improvement grants to Area Agencies on Aging (AAA) for senior nutrition programs under the Mello-Granlund Older Californians Act. These grants prioritize purchasing, upgrading, and refurbishing infrastructure for the production and distribution of congregate nutrition services and home-delivered meals, including but not limited to:
1. Production-scale commercial kitchens;
2. Warming, refrigeration, or freezer capacity and equipment;
3. Food delivery vehicles;
4. Improvements and equipment to expand capacity for providers of meals;
5. and technological or data system infrastructure for monitoring client health outcomes.
As San Mateo County’s AAA, Aging and Adult Services (AAS) will receive these HCBS NI funds and has selected appropriate contractors to provide the nutrition goods and services funded by the grant.
DISCUSSION:
AAS collected and reviewed proposals from existing Older Americans Act (OAA) providers, with whom the County already contracts with for nutrition-related services, to receive this grant funding. AAS submitted one consolidated proposal to California Department of Aging (CDA) after the internal review process. Priority was given to proposals that include energy efficient upgrades to kitchen equipment and lighting, as well as alternative fuel vehicles. The grant funding will support the continuation of meal production, service, and delivery by contractors already providing such services in the County.
AAS is requesting a waiver of the Request for Proposals (RFP) process because this program is a continuation of contracted services already in place and because CDA did not require an RFP as a condition of grant funding.
Under the funding guidelines, AAAs were required to identify nutrition contractors, to negotiate terms with those providers, and to submit one consolidated proposal to CDA. These agreements are coming to this Board late because of the time needed to negotiate provider agreements and obtain approval from CDA.
The agreements and resolution have been reviewed and approved by the County Attorney as to form. The resolution contains the County’s standard provisions allowing amendment of the County fiscal obligations.
It is anticipated that AAS will provide 324,807 meals to 1,200 older adults and adults with disabilities in Fiscal Years 2022-23 and 2023-24, and that these efforts will be assisted by the replacement and purchase of new equipment and infrastructure.

FISCAL IMPACT:
The provider agreements are for the term of November 1, 2022 through December 31, 2023 and are in a total aggregate amount not to exceed $954,915 for the twenty-six month term. Funds for these services are included in the AAS FY 2022-23 Adopted Budget. Federal funds will cover 100% of the costs. There is no Net County Cost associated with adopting these agreements.
