Subject: Safe Harbor Shelter Lease Agreement with San Mateo County Transit District

Adopt a resolution authorizing:
A) The President of the Board to execute a lease agreement (“Agreement”), between the County of San Mateo and the San Mateo County Transit District (“District’) for a portion of the District’s North Base Property, South San Francisco; and
B) The County Executive, or their designee, to execute any and all notices, options and documents associated with the agreement including but not limited to, extensions or termination of the Agreement under the terms set forth therein.

BACKGROUND:
The County has leased from the San Mateo County Transit District, a site located at 295 North Access Road, City of South San Francisco, (the “Premises”) since October 3, 2000. The site has served as the location of the County’s Safe Harbor Shelter, which provides emergency and short-term shelter and supportive services to individuals experiencing homelessness.
The County has been in possession of the Premises and constructed the existing shelter building, pursuant to the Lease dated October 3, 2000, as amended on February 24, 2004, and September 7, 2005 (the “Prior Lease”) and has remained in a month-to-month holdover period since the Prior Lease expiration of March 31st, 2024.
DISCUSSION:
The County and the District desire to enter into a lease agreement that will supersede the Prior Lease and any previous leases, which shall no longer have any force or effect.
The proposed new lease agreement will maintain the site in order to continue the operations of the Safe Harbor Shelter at the location.
The County shall pay the District a one-time lump sum of One Million Two Hundred Thousand Dollars ($1,200,000), as payment of the rent for the full Term of ten (10) years, in accordance with the terms and conditions set forth in the Agreement.
COMMUNITY IMPACT:
The County of San Mateo is dedicated to ensuring equitable access to quality services for all residents. The County acquires and leases real property to ensure all residents can access services in the locations and facilities best suited to their specific purposes. This Agreement will further the County’s ability to ensure that critical services for residents can continue to be met.
FISCAL IMPACT:
The lump sum rent payment amount and associated Shelter costs have been appropriated in Non-Departmental Services FY 2026-2027 Adopted Budget.
