Adopt a resolution authorizing an amendment with the California State University Fresno Foundation, an auxiliary unit of California State University, Fresno, to continue to provide Child Welfare Title IV-E training services, extending the term by two years for a new term of July 1, 2022 through June 30, 2027, and increasing funding by $711,957.60 for a new total obligation amount of $1,672,909.20.

BACKGROUND:
In 2019, the State of California Department of Social Services (CDSS) established four (4) Child Welfare Regional Training Academies (RTA) to provide a state-wide welfare training program. The regional academies are the coordinating system for the State of California to provide training to Title IV-E child welfare workers. The purpose of the training academy is to deliver quality, comprehensive training to increase child welfare staff’s knowledge and skills to promote safety, permanency, and well-being in children involved with child welfare. CDSS requires County child welfare workers and supervisors to complete 20 hours of on-going advanced training every year. These requirements were established to ensure consistency of child welfare practices across all counties in California. CDSS has designated California State University Fresno Foundation (CSUFF) as San Mateo County’s RTA.
On June 28, 2022, by Resolution No. 079007, the County entered into an agreement with CSUFF for the term of July 1, 2022 to June 30, 2025 and a total obligation amount of $960,951.60. Under this agreement, CSUFF provides comprehensive child welfare staff training services in accordance with CDSS requirements. CSUFF provides curriculum design and development, classroom training, field-based training, e-learning, and technical assistance. Title IV-E training is provided to new and existing Human Services Agency (HSA) Children and Family Services (CFS) staff, foster parents, and any other specific audiences as designated by HSA.
On January 19, 2023, the parties entered into an HSA Director-level amendment to make budget changes with no change to the term and no change to the total obligation amount.
On February 26, 2025, the parties further amended the agreement to roll over FY 2023-24 unspent funds of $143,061.12 to FY 2024-25, with no change to the term and with no change to the total obligation amount.
DISCUSSION:
HSA is requesting to amend the agreement to extend the term by two (2) years for a new term of July 1, 2022 to June 30, 2027, and increase funding by $711,957.60, for a new total obligation amount of $1,672,909.20, to cover the cost to continue to provide Title IV-E training in accordance with CDSS requirements for the additional term.
The resolution contains the County’s standard provisions allowing an amendment of the County’s fiscal obligations by a maximum of $25,000 (in the aggregate).
The agreement and resolution have been reviewed and approved by the County Attorney as to form.

COMMUNITY IMPACT:
The contract training services to be delivered to Children’s Services Social Workers aims to reduce disparities in outcomes for children and families from marginalized communities in San Mateo County, equip social workers with tools and knowledge to understand and address the social determinants of health and welfare in children/youth, and foster an inclusive approach to decision-making, ensuring children’s rights are upheld across all groups.
FISCAL IMPACT:
The term of this agreement is July 1, 2022 to June 30, 2027, for an amount not to exceed $1,672,909.20. This agreement is funded through Federal Title IV-E Training revenue and Net County Cost. Funds for this agreement have been included in the FY 2024-25 Adopted Budget and will be included in future budgets for the term of the agreement.
