Measure K: Adopt a resolution authorizing:
A) The President of the Board to execute an agreement with Radius Earthwork, Inc. for the Junipero Serra County Park Paving Project, in the amount of $993,144.45; and
B) The Director of Public Works to:
1. Execute subsequent change orders to grant time extensions for project completion and payment up to a maximum aggregate amount not to exceed $99,314.45, or approximately 10% of the agreement amount; and
2. Approve payment up to the not-to-exceed amount of $1,092,458.90 for items requiring adjustment based on unit bid prices without execution of a change order; and
3. File a Notice of Exemption for a California Environmental Quality Act Categorical Exemption.

BACKGROUND:
Junipero Serra County Park’s (Park) existing paved access road and parking areas are exhibiting light to moderate deterioration and are in need of preventive maintenance and rehabilitation. Improvements are necessary to preserve dependable access to the Park for visitors, staff, and emergency response vehicles, while extending the useful life of the existing infrastructure. San Mateo County Parks Department (Department) requested that the Department of Public Works prepare plans and specifications for the Junipero Serra Park Paving Project (Project).
On June 16, 2026, this Board adopted Resolution No. 081989, which adopted plans and specifications, including conformance with prevailing wage scale requirements and called for sealed bids to be received on July 9, 2026, for this Project.
DISCUSSION:
On Thursday, July 9, 2026, bids were accepted for the Project and subsequently referred to Public Works for checking and recommendation. The bid of:

at $993,144.45 was the lowest responsible bid received for the work. The Engineer’s Estimate was $945,000. A summary of the bids received is attached as Exhibit “A”.
Department staff has determined that this project qualifies for a Categorical Exemption pursuant to Section 15301(c) of the California Environmental Quality Act (CEQA) Guidelines for Implementation, which provides that repair and maintenance of existing streets, bicycle and pedestrian trails, and similar facilities are exempt from review. We request this Board’s authorization to file a Notice of Exemption for a CEQA Categorical Exemption for this project.
The County Attorney has reviewed and approved the resolution as to form.
COMMUNITY IMPACT:
The Department is committed to fostering equitable access to safe and reliable infrastructure for all residents and visitors. By improving the road pavement conditions in the Park, the County ensures its infrastructure remains accessible and maintained for the community. This Project will help improve the experience for visitors at the Park, further reflecting the County’s dedication to providing high-quality infrastructure and an enjoyable park experience.
FISCAL IMPACT:
Funding for this Project is provided by Measure K, which was previously appropriated for capital improvements in the FY 2025-2026 budget to support construction, construction management, engineering support, inspection services, County staff time and miscellaneous cost associated with Project delivery.
The total estimated cost for construction is $1,092,458.90, which includes the base bid, bid alternatives nos. 1, 2, and 3, and authorization for up to $99,314.45 in change orders as the work is bid on a unit price basis. The contingency is used to pay the contractor for any unforeseen conditions not anticipated in the construction agreement documents.
There is no impact to the General Fund.
