A)                     Adopt a resolution authorizing execution of an agreement with the State of California Board of State and Community Corrections (BSCC) for distribution of the FY 2025 Edward Byrne Memorial Justice Assistance Grant (JAG) Program funds to the County of San Mateo Sheriff’s Office, for the term of October 1, 2025 through September 30, 2026, in an amount not to exceed $578,998; and

 

B)                     Approve an Appropriation Transfer Request (ATR) in the amount of $578,998 to establish a budget appropriation and record revenue for the FY 2025 Edward Byrne Memorial Justic Assistance Grant (JAG) Program.

BACKGROUND:

The Edward Byrne Memorial Justice Assistance Grant (JAG) Program, sub-awarded through the State of California Board of State and Community Corrections, offers an opportunity for government entities to obtain funding for equipment, supplies, and training initiatives. The JAG Program funds support a range of program areas including law enforcement, prosecution, courts, crime prevention and education, drug treatment and enforcement, technology improvement, and mental health programs and related law enforcement and corrections programs.

 

DISCUSSION:

The Sheriff’s Office applied for and has been awarded the FY 2025 Edward Byrne Memorial Justice Assistance Grant (JAG) Program grant in the amount of $578,998, for a period commencing October 1, 2025 to September 30, 2026.

 

Funding will enable the Sheriff’s Office Forensic Laboratory to purchase a 3D imaging platform for firearms evidence, storage for crime scene investigation gear, training room furnishings and instructional equipment, analytical scales for controlled substances analysis, and a powder hood for latent print processing. It will also support hosting a bloodstain pattern interpretation course and sending  several analysts to specialized training conferences.

 

Additionally, the Property and Evidence Bureau will acquire two mobile personnel lifts to improve evidence access.

 

The State requires a resolution from the Board authorizing execution of the grant, including any extensions or amendments thereof, before the applicable grant performance period.

 

COMMUNITY IMPACT:

Accepting this grant funding will enable critical enhancements to the Forensics Laboratory, including facility improvements, equipment purchases, and specialized staff training. These investments lay the groundwork for a modern, responsive forensic program that keeps pace with emerging technologies and evolving criminal tactics. Strengthening our forensic capabilities will allow our department to more effectively serve the community - not only in routine investigations but also in complex and large-scale cases that demand advanced forensic support. Additionally, all jurisdictions within our County will benefit, as we plan to offer training sessions for law enforcement agencies across the region to improve evidence collection.

 

FISCAL IMPACT:

The agreement with the State of California Board of State and Community Corrections is for an amount not to exceed $578,998 and for the term of October 1, 2025 through September 30, 2026. There is no Net County Cost.
