BACKGROUND:
In 2010, the Sheriff’s Office implemented the ATIMS Jail Management System (JMS) as part of the County’s transition from a legacy criminal justice mainframe system. The JMS serves as the core records management system for the Maguire Correctional Facility and Maple Street Correctional Center supporting critical operational functions, including tracking and managing bookings and releases, monitoring in-custody movements and programs, and facilitating required reporting and integrations with third-party systems.
DISCUSSION:
The current JMS platform, which End2End Public Safety, LLC purchased in 2025, represents Version One of the vendor’s program. Over the past three years, most customers have migrated to newer versions, and the Sheriff’s Office is now preparing to do the same.
The proposed agreement has a maximum fiscal obligation of $213,761.33 for a term of April 1, 2025, through July 31, 2026 (“Agreement”). This is intended to ensure continued support and maintenance of the existing 16-year-old JMS system while the Sheriff’s Office completes a formal solicitation process to procure and implement a modernized JMS platform, which is expected to enhance operational efficiency, data accuracy, and system security. The RFP is expected to be completed by June 30, 2026.
The existing Version One application is proprietary and exclusively supported by ATIMS. Thus, due to the proprietary nature of the JMS system and the need for continuity of operations, a waiver of the competitive bidding requirements is requested.
The County Attorney has reviewed and approved the Agreement and resolution as to form.
The resolution contains the County’s standard provision allowing amendment of the County’s fiscal obligations by a maximum of $25,000, in aggregate.

COMMUNITY IMPACT:
Approval of this Agreement will ensure the continued operation and support of the Sheriff’s Office core jail management system. Reliable and accurate data supports the safe and efficient management of incarcerated individuals and enhances coordination with partner agencies. This contributes to the safety and well-being of residents and visitors throughout San Mateo County.
FISCAL IMPACT:
The Agreement has a maximum fiscal obligation of $213,761.33, funding for which is included in the Sheriff’s Office FY 2025-26 Adopted Budget.
