Adopt a resolution:
A) Adopting plans and specifications, including conformance with prevailing wage scale requirements, for the Bay Road Drainage Improvement Project in the North Fair Oaks Area; and
B) Authorizing the Director of Public Works to call for sealed proposals to be received by Thursday, April 3, 2025 at 2:30 p.m., in the office of the County Executive/Clerk of the Board of Supervisors; and
C) Authorizing the Director of Public Works to extend the call for bids and bid opening up to sixty (60) calendar days beyond the time and date originally set forth by the Board of Supervisors.

BACKGROUND:
The western half of Bay Road between Fifth (5th) Avenue and Seventh (7th) Avenue in the North Fair Oaks area is a County maintained roadway, while the eastern half of the roadway is a City of Redwood City (City) maintained roadway. The County’s portion of the roadway has no underground storm drain infrastructure and instead stormwater flows in the gutter and roadway of Bay Road from 7th Avenue towards 5th Avenue. During rain events, flooding and ponding along a portion of the County’s southbound lane of Bay Road can occur, particularly at the intersections of Sixth (6th) Avenue and 7th Avenue. This inundation of stormwater can encroach upon the curb ramps and crosswalks, thereby substantially impeding pedestrian access at street crossings and to the sidewalk. Construction of underground storm drains along this portion of Bay Road will reduce surface inundation, enhance pedestrian access, and help mitigate the impacts of adverse weather on this portion of Bay Road.
DISCUSSION:
The proposed Bay Road Drainage Improvement Project (Project) will install drainage inlets and a 15-inch storm drainpipe along the western side of Bay Road from 5th Avenue to 7th Avenue, which will connect to the existing storm drain system at the intersection of Bay Road and 5th Avenue. Construction of the proposed storm drain system will help mitigate flooding during and after storm events at these specific intersections. The system is designed to address smaller storms that occur at regular intervals and mitigate flooding and ponding during and after such events. It is not designed to eliminate flooding during larger storms or prolonged periods of rain over multiple days due to lack of capacity of the downstream drainage system, which is owned and maintained by the City. The proposed system will help eliminate the areas of ponding at intersections after a storm event faster than the existing surface drainage system can provide.
County Attorney has reviewed and approved the resolution as to form.
EQUITY IMPACT:
The Project addresses longstanding drainage issues in the North Fair Oaks area, a historically underserved community in San Mateo County, where residents have experienced frequent flooding and persistent ponding due to inadequate infrastructure. Additionally, the Project provides safer transportation options for people of all ages and abilities and can be particularly impactful to local residents and their families who may not have access to a car and are dependent on alternative forms of transportation. These enhancements will contribute to a safer, healthier, and more livable environment for the residents in the North Fair Oaks community.
FISCAL IMPACT:
The estimated construction cost of the Project is $345,000 and will be financed with Senate Bill 1 Road Maintenance and Rehabilitation Account funds.
There is no impact on the General Fund.
