BACKGROUND:

The San Mateo County Transit District (SamTrans) provides SamTrans bus service, including Redi-Wheels and Redi-Coast paratransit services, and is the managing agent for the Caltrain commuter rail service. SamTrans services directly support routes to students commuting to local schools, and to low-income residents to community-based safety net facilities and County government services. Paratransit service is required but not funded by the federal Americans with Disabilities Act (ADA). In 2013, SamTrans requested Measure A (now Measure K) funds to subsidize this unfunded mandate which was costing $14.8 million annually.

 

On October 22, 2013, your Board adopted Resolution 072855 which authorized an agreement to subsidize SamTrans services to youth, elderly and disabled San Mateo County residents in the amount of $5 million annually for Fiscal Years 2013-14 and 2014-15. On December 15, 2015, your Board adopted Resolution 074252 which extended the agreement and continued the $5 million subsidy for another two fiscal years for a total of $10 million, for a cumulative total of $20 million for Fiscal Years 2013-14 through 2016-17.

 

DISCUSSION:

During the FY 2017-19 budget process, your Board approved a Measure K allocation plan that reduced the subsidy to SamTrans in light of SamTrans’ receipt of additional transportation funds from the State and SamTrans’ intent to pursue voter support for additional revenues.

 

This amendment continues the subsidy at a lower amount for two more years, reducing it to $3,750,000 in FY 2017-18 and $2,500,000 in FY 2018-19, for a two-year total of $6,250,000, and cumulative six-year total of $26,250,000.

 

County Counsel has reviewed this amendment and Board resolution as to form.

 

Approval of this amendment contributes to the Shared Vision 2025 outcome of a Livable Community and the community impact goal of making transit more accessible by providing funds to support the continuation of services provided by SamTrans to youth, elderly and disabled county residents. There continues to be zero trip denials for paratransit services.

FISCAL IMPACT:

There are sufficient Measure K funds budgeted in the Non-Departmental Services FY 2017-19 Budget for this purpose.
