B)                     Authorizing and directing the President of the Board of Supervisors to execute an agreement with JDB & Sons Construction, Inc, in the amount of $1,190,490.00 for the Wurr Road and Pescadero Creek Road Culverts Improvement Project; and

 

C)                     Authorizing the Director of Public Works to:

 

1.                     Execute subsequent change orders to grant time extensions for project completion and payment up to a maximum aggregate amount not to exceed $119,049.00, or approximately 10 percent of the agreement amount; and

 

2.                     Execute payment up to the not-to-exceed amount of $1,309,539.00 for items requiring adjustment based on unit bid prices without execution of a change order.

BACKGROUND:

Wurr Road, Pescadero Creek Road, and Cloverdale Road are County maintained roads in the unincorporated Loma Mar Area, within the Pescadero-Butano Watershed. There are twelve (12) culvert (pipe) work locations to be improved, which locations were identified as priority locations in the Pescadero-Butano Watershed County Road Inventory and Sediment Assessment conducted in 2022. These improvements are required to comply with Total Maximum Daily Load for the Sediment and Habitat Enhancement Plan adopted in 2018 by the California Regional Water Quality Control Board.

 

The Department of Public Works (“Department”) will construct nine (9) of the twelve (12) sites (Sites 94, 102, 119, 128.1, 265, 265.1, 266, 270, and 270.1) as part of the Wurr Road, Pescadero Creek Road, and Cloverdale Road Culverts Improvement Project (“Project”). The remaining three (3) sites (Sites 190, 263, and 268) will be implemented by the San Mateo Resource Conservation District under a Memorandum of Understanding previously adopted by the Board on November 18, 2025, in Resolution No 081523.

 

On February 24, 2026, the Board adopted Resolution No. 081722, which certified the Final Initial Study / Mitigated Negative Declaration for the Project, and authorized the Director of Public Works to proceed with preparing plans and specifications for the Project and with advertising for bids for the Project. Authorizing the Director of Public Works to develop plans and specifications and to call for bids at one time reduces overall project delivery schedule and administrative staff time.

 

The Department retained an on-call environmental design consultant to prepare an environmental investigation, reports, analyses, and final construction documents for the Project.

 

DISCUSSION:

The Project will reduce erosion and sediment delivery, improve stormwater conveyance and local drainage, enhance water quality, and protect the roadways through improvements including new headwalls, rock protection at pipe inlets, and energy dissipation at pipe outfalls.

 

On Thursday, June 11, 2026, bids were accepted for the Project and subsequently referred to the Department for checking and recommendation. The bid of:

 

JDB & Sons Construction, Inc

4085 19th Avenue.

San Francisco, CA 94132

 

At $1,190,490.00 was the lowest responsible bid received for the work. The Engineer’s Estimate was $1,400,000. A summary of the bids received is attached as Exhibit “A”.

 

A bid protest from Rocha Construction & Earthworks, Inc. received on June 15, 2026 was determined to be invalid.

 

The County Attorney has reviewed and approved the resolution as to form.

 

COMMUNITY IMPACT:

The Department is committed to fostering access to reliable infrastructure for all residents and visitors. This Project enhances drainage management, improves roadway integrity, and helps ensure uninterrupted access for the community. These improvements support emergency response capabilities and maintain essential mobility for a diverse range of users, reinforcing the Department’s dedication to building resilient and inclusive public infrastructure.

 

FISCAL IMPACT:

The total estimated cost for construction of the Project is $1,309,539.00 which includes authorization for up to $119,049.00 in change orders as the work is bid on a unit price basis. The contingency is used to pay the contractor for any unforeseen conditions not anticipated in the construction agreement documents.

 

The Project is proposed to be financed through the Senate Bill 1 Road Maintenance and Rehabilitation Account (SB1) Fund.

 

There is no impact to the General Fund.
