Adopt a resolution authorizing an amendment to the agreement with the Child Care Coordinating Council of San Mateo to provide child care services, extending the term by 24 months through June 30, 2027, and increasing the obligation amount by $513,515 for a new total obligation amount of $1,321,615.

BACKGROUND:
The Federal Foster Care Program, authorized by Title IV-E, helps to provide safe and stable out-of-home care for children until they are safely returned home, placed permanently with adoptive families, or placed in other planned arrangements for permanency. The Human Services Agency (HSA) receives Federal and State Title IV-E funding annually to administer child care (protective day care) services for eligible families which provides monthly maintenance payments to support the daily care and supervision of eligible children.
On June 14, 2022, by Resolution No. 078941, the County entered into an agreement with 4Cs for the term of July 1, 2022 through June 30, 2025, for a total obligation amount of $750,000, to administer child care services to eligible Title IV-E children who have an open child welfare plan with Children and Family Services (CFS).
On June 9, 2024, by Resolution No. 080112, the County amended its agreement with 4Cs to increase funding by $33,100 for a new total obligation amount of $783,100, and with no change to the term to align with the Cost-of-Living Adjustment (COLA) authorized by the County in 2023.
On October 24, 2024, an HSA Director-level amendment was authorized to add contingency funding in the amount of $25,000 for a new total obligation amount of $808,100, and with no change to the term, to cover unanticipated costs related to a change in eligibility for one of the program participants.
DISCUSSION:
HSA is requesting to further amend the agreement with 4Cs to extend the term by 24 months through June 30, 2027, and increase funding by $513,515 for a new total obligation amount of $1,321,615, to align with Title IV-E and FY 2025-27 COLA funding. Under this amendment, 4Cs will continue assessing and placing children in appropriate childcare facilities following Title IV-E regulations and funding terms. It is anticipated that this amendment will serve approximately 130 children over a 24-month period.
The Amendment and Resolution have been reviewed and approved by the County Attorney as to form.
The resolution contains the County’s standard provisions allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in the aggregate).

COMMUNITY IMPACT:
This agreement provides access to safe, stable, high-quality childcare for all eligible families. Families will have access to childcare providers that meet their individual needs. These services reduce accessibility barriers and keeps children safe, in their communities, and fosters culturally responsive childcare options.
FISCAL IMPACT:
The term of this agreement is from July 1, 2022 through June 30, 2027 for a total obligation amount of $1,321,615. Funding for this amendment is a combination of federal, state realignment, and Net County Cost. Budgetary appropriation for this amendment is included in FY 2025-26 Recommended Budget and will be included in future budgets.
