Adopt a resolution:
A) Adopting plans and specifications, including conformance with prevailing wage scale requirements, for the Athlone Terrace Pump Station Trash Capture Device Project in the North Fair Oaks Area of unincorporated San Mateo County; and
B) Authorizing the Director of Public Works to call for sealed bids to be received by Thursday, October 5, 2023 at 2:30 p.m., in the office of the County Executive/Clerk of the Board of Supervisors; and
C) Authorizing the Director of Public Works to extend the call for bids and bid opening up to sixty (60) calendar days beyond the time and date originally set forth by the Board of Supervisors.

BACKGROUND:
The San Francisco Bay Regional Water Quality Control Board regulates pollutants in stormwater runoff from municipal storm drain systems for 83 agencies (Permittees), including unincorporated San Mateo County, through the Municipal Regional Permit (MRP). Each permit term is generally five years.
The current permit (MRP 3.0) was issued in May 2022. The MRP 3.0 requires that the Permittees reduce trash in stormwater and achieve 100 percent trash reduction or zero trash in stormwater by 2025. The County is currently at 58 percent trash reduction through the Department of Public Works’ (Department) existing small full trash capture devices in stormwater catch basins throughout the County. The Department completed a trash feasibility study to evaluate where large full trash capture devices could be located to capture trash from the remaining unincorporated areas. Several locations were identified; however, not all are located within the County’s jurisdiction. Two feasible locations were identified within the County’s jurisdiction including the Athlone Terrace Pump Station in North Fair Oaks.
On September 20, 2022, the County’s Office of Sustainability (OOS) submitted an application for funding in the amount of $404,000 to the United States Environmental Protection Agency (EPA), San Francisco Bay Water Quality Improvement Fund (SFBWQIF), for the construction of the Athlone Terrace Pump Station Trash Capture Device Project (Project). The grant amount of $404,400 was awarded to the County on June 24, 2023. This Board executed Resolution No. 079870 on August 1, 2023, which authorized entering into a grant agreement for this work. The grant includes $15,000 for construction management costs and $389,400 for the construction and installation of the full trash capture device. The grant requires a 50 percent match from the County.
DISCUSSION:
The Project consists of installing a full trash capture device in the storm drainpipe just upstream of the Athlone Terrace Pump Station. Once the Project is completed the County’s trash reduction percentage will increase by five percent for a total trash reduction percentage of 63 percent. Project construction will occur within the County Road right-of-way and the existing public utility easements on the San Mateo County Transit District’s (SamTrans) property. The County and SamTrans has entered into a License Agreement that will allow the County to access easements on SamTrans’s property for this Project and future maintenance of the Project.
Department staff has determined that this Project qualifies for a Categorical Exemption pursuant to Section 15301(d) of the California Environmental Quality Act (CEQA)
Guidelines for Implementation, which provides that repair or minor alteration of existing publicly owned utilities involving negligible or no expansion of use is exempt from review.
County Attorney has reviewed and approved the resolution as to form.
FISCAL IMPACT:
The estimated construction cost of the Project is $709,800. The Project will be financed as follows:
The Project will initially be financed from SB 1 Funds as the SFBWQIF Grant funds are received on a reimbursable basis.
There is no impact to the General Fund.
